KENOSHA, Wis. – Less than 48 hours after posting bail on felony drug and threat charges, a Kenosha man is back in court facing new allegations that he violently confronted a roommate over a demand for a ride to buy crack cocaine.

Ryan M. Phillips, 40, was charged Monday with felony bail jumping, criminal damage to property, and disorderly conduct with a domestic abuse enhancer. The new charges stem from a June 20 incident at his home on 24th Avenue, where police say Phillips attacked his roommate and destroyed his computer equipment after the man refused to drive him to purchase drugs.
Phillips appeared in court the same day and was ordered held on a $7,000 cash bond. A preliminary hearing is scheduled for July 1.
According to the criminal complaint, the alleged victim, Richard Motes, told police he had been living with Phillips since March. On June 20, Phillips allegedly burst into Motes’ bedroom and demanded a ride to obtain crack. When Motes refused, Phillips became enraged and threatened to “beat [his] ass,” then ripped cords from Motes’ computer, causing part of the equipment to strike Motes’ shin and inflict pain. Motes, who suffers from cellulitis, said he was so frightened that he defecated in his pants.
Police say the damage to Motes’ property included a cracked Samsung monitor, a bent CPU, and a damaged Nvidia graphics card. Phillips admitted moving the computer but denied threatening or harming Motes, calling him a “liar” and insisting the dispute stemmed from Motes not paying rent.
At the time of the incident, Phillips was out on $5,000 cash bond in a separate felony case involving allegations of running a drug house, harboring a fugitive, and threatening to shoot a Kenosha police officer. That bond, set June 11, included a condition that he commit no new crimes.
If convicted of all current charges across both cases, Phillips faces over 20 years in prison.
