KENOSHA, Wis. – A 40-year-old Kenosha man is facing multiple felony charges after police say he ran a drug house, harbored a fugitive, and threatened to shoot a police officer during a recent investigation.

Ryan M. Phillips was formally charged Wednesday with three felonies: Threat to a Law Enforcement Officer (Class H), Harboring or Aiding a Felon (Class I), and Maintaining a Drug Trafficking Place (Class I). He was taken into custody and made his initial court appearance the same day. Court Commissioner William Michel II set Phillips’ cash bail at $5,000. A preliminary hearing is scheduled for June 18.
According to the criminal complaint, Kenosha Police began investigating Phillips’ residence at 7833 24th Avenue after receiving multiple tips from informants and neighbors that the home was a hub for crack cocaine, methamphetamine, and heroin activity.
Police say surveillance and traffic stops over the past two months led them to suspect that numerous individuals with known drug histories were entering and exiting the home in short bursts—behavior consistent with narcotics trafficking. On June 6, officers executed a search warrant at the property and found several people inside, many with prior drug offenses. Inside the house, officers recovered crack pipes, used syringes, a digital scale, prescription drugs, and other paraphernalia associated with crack cocaine use and intravenous drug activity.
Officers also allege that Phillips allowed a wanted fugitive—Lujan D. Reynosa—to stay at his home and then misled police about Reynosa’s whereabouts during a welfare check on June 5. Reynosa, who had an active felony arrest warrant for retail theft, was ultimately located at Phillips’ residence the following day.
Following his arrest, Phillips reportedly became irate and made a direct threat against Officer Ryan McDonough, stating, “If I ever see him again, I’ll blast him in the face.” Prosecutors say the threat constitutes a felony under Wisconsin law because it was directed at a law enforcement officer in retaliation for official duties.
If convicted on all counts, Phillips faces up to 13 years in prison and $30,000 in fines.
He remains in the Kenosha County Jail pending his next court appearance.

EXACTLY!! It’s truly despicable how these judges care more for the defendants than they do for the people of Kenosha County and our safety!
And yet the bail is still chump change? Pathetic, it’s just a judge in the cell with this guy and they can explain everything to each other.
Where was the house located?
