(Kenosha County Sheriff)

KENOSHA COUNTY, Wis. — A 70-year-old Genoa City attorney accused of slashing a teenager’s tires and confronting a group of boys with a revolver was in court Wednesday, where he reportedly acted smug and disrespectful toward Judge Jodi Meier during a pre-trial conference.

Frederick Scott Lappe is facing three misdemeanor charges stemming from a May 14 confrontation in the Town of Randall: disorderly conduct while using a dangerous weapon, criminal damage to property, and carrying a concealed weapon.

According to the criminal complaint, four teenage boys had parked along 402nd Avenue to go fishing at a public pier they had used frequently. Lappe allegedly emerged from a nearby home, shouted profanities, and punctured all four tires of one of the boys’ cars with a screwdriver. One of the teens recorded the incident, capturing Lappe slashing the tires and yelling at the group to leave.

A short time later, Lappe allegedly returned and began recording the teens’ license plates while continuing to shout. The boys told deputies they noticed a chrome revolver with a wooden handle sticking out of his left pants pocket. While the weapon was never drawn or mentioned, the teens said they felt intimidated and backed away.

Deputies arrested Lappe at his home later that evening. He refused to answer questions from law enforcement. Deputies later confirmed through dispatch that Lappe does not have a valid concealed carry permit. The damage to the vehicle was estimated at approximately $1,200.

During Wednesday’s court hearing, Lappe’s demeanor raised eyebrows. Observers described him as smug and dismissive toward Judge Meier, showing little regard for the seriousness of the charges.

Lappe is due back in court on October 6 for a final pre-trial hearing. If convicted on all charges, he faces up to two years in jail and over $20,000 in fines.

    1. 1) If K-Town and SE WI had a higher collective IQ 90+, it would regularly vote for Normal/Rational male judges with proper demeanor who can carry their civic duties with the gravitas that matches the weight of their responsibilities, like Judges Schroeder and Milasauskas.
      2) That this bogarted roachclip combo low rent lawyer/perp is a member of the WI Bar is a very poor reflection on its standards for membership.

      1. Instead we get stuck with male judges who lose their tempers and get emotional…Kerkman, Wilk, Dugvillo, Rosselll

        1. All of them have yelled, stormed off the bench in anger, and slammed doors. Ask about the broken chamber door because one of them slammed it so hard it damaged the hinges. Someone should report them to judicial discipline. Absolute disgrace.

        2. The judges mentioned are effeminized Emo, Beta Passive/Aggressives, not Rational/Logical/Steady men.
They were elected due to low voter turnout of Rational/Logical men and higher turnout of entitled alpha-females, all jacked & jazzed by Femme Culture and over population of weak beta-male products of public education over two generations.

    1. This is a public pier perpendicular to the shore line smack dab in the middle of Town of Randall land leading from 402 Ave.
The property directly south of the public land pier is owned by Frederick Lappe. That property has its own double pier deck structure.

  1. Hi fully support charging him with anything he has done, like puncturing the tires, but is it concealed carry when it can be seen? Wouldn’t that be open carry, which you don’t need a permit for?

    1. Yes, he does.

But at least he does not act like an immature middle school boy who broadcasts his sexual frustrations and fantasies to everyone on this site.

Mr. Jablowme, look in the mirror and see the flaws in you that are apparent to all of us.

  2. Attorney LOUIS J CORNA who is licensed in more than one State is extremely corrupt, dangerous and an unethical Attorney CPA who commits crimes, falsifies documents, commits federal crimes of Forgery, lies non stop to criminally violate his victims and rob them blind with his crimes then he gets to bribe Judges and top Government Officials in exchange to cover up all of his crimes and aide in his crimes too! Attorney LOUIS J CORNA was even caught committing crimes and many Attorneys have witnessed his crimes and even aided in his crimes too see TARRANT county Texas case 324-502659-11 where they brutally and savegely criminally violated LAUREN ANN CORNA all causing her severe harm and millions & millions & millions of dollars in financial damages!

Yes these corrupt Attorneys are smug because they, Judges & Attorneys, all stick together to cover up for each other even aiding in their crimes too .. it is sickening how corrupt many Attorneys are and how they get away with their crimes including bribing the Judges in exchange to cover up their crimes!
