KENOSHA COUNTY, Wis. — The Kenosha County Board will vote tonight on whether to approve the purchase of a home at 11312 Burlington Road to house sex offenders on supervised release, a move county officials admit is being taken under pressure from the courts and after years of failed attempts to find another solution.
The situation stems from Wisconsin’s Chapter 980 law, which requires counties to locate housing for certain convicted sex offenders once they reach the community-based “supervised release” stage of treatment. Courts have made clear that Kenosha County must provide such housing, and multiple judges have ordered county officials to comply. When the county failed, one judge found it in contempt and placed sanctions of $250 per week, with the threat of additional fines to follow.
For years, the county tried and failed to find a landlord or vendor willing to lease suitable property. At one point, a judge ordered the county to build or place trailers on the grounds of the Kenosha County Detention Center (KCDC). That plan, which would have kept the offenders on property already owned by the county and under constant monitoring, was widely considered the safest and most cost-effective option. But the City of Kenosha blocked the proposal, with Mayor David Bogdala championing opposition by denying the necessary zoning permits.
As a result, the county was left scrambling to find alternatives. Corporation Counsel told supervisors that after a vendor backed out, the county was ordered to buy property directly. The house now under consideration was originally listed lower, but when the county’s first offer was rejected on July 10, the seller raised the price by $90,000. Forced by court orders, the county then agreed to pay the new asking price of $425,000.
The three-bedroom Burlington Road home will be used to house three individuals currently awaiting placement: Kevin LeDoux, 56; Brian Threlkeld, 44; and Sebastian P. Parker, 41. Once purchased, the state is expected to lease it back at $2,000 to $3,000 per month, providing some revenue — though far less than the $425,000 taxpayers are now being forced to absorb.
Officials note that if the county had been allowed to use the KCDC grounds, the cost to taxpayers would have been limited to installing trailers on land the county already owns — a fraction of the current purchase price. Instead, years of delay and legal wrangling have left residents paying significantly more for a less secure option.
“This is not how I would normally approach a real estate transaction,” Corporation Counsel acknowledged, but said the county has no choice. Judges have ordered the county to act, and failing to comply will only mean more fines stacked on top of the purchase costs.
Mayor Bogdala, whose administration fought the KCDC trailer plan that many officials considered the safest solution, had “no comment” when asked about the property purchase.
The County Board is set to decide tonight whether to move forward with the deal, but critics note that the county’s failure to act quickly, coupled with city opposition, has left taxpayers paying $425,000 for a property that could have been avoided altogether.

cg) The court may not authorize supervised release unless, based on all of the reports, trial records, and evidence presented, the court finds that all of the following criteria are met:
1. The person is making significant progress in treatment and the person’s progress can be sustained while on supervised release.
2. It is substantially probable that the person will not engage in an act of sexual violence while on supervised release.
3. Treatment that meets the person’s needs and a qualified provider of the treatment are reasonably available.
4. The person can be reasonably expected to comply with his or her treatment requirements and with all of his or her conditions or rules of supervised release that are imposed by the court or by the department.
5. A reasonable level of resources can provide for the level of residential placement, supervision, and ongoing treatment needs that are required for the safe management of the person while on supervised release.
(cj) The person has the burden of proving by clear and convincing evidence that the person meets the criteria in par. (cg).

Why on earth did Mayor Bogdala and his crony – City Administrator/County Board Supervisor Morrissey (fake degree) kill the plan to house these people at the KCDC campus. “No comment” is simply not good enough. We demand a comment, please explain why the city was opposed to this plan. I hope County officials remember this when the city inevitably comes asking for money from the county for whatever reason they come up with.

That is a great location. Close to plenty of employers that will hire them regardless of their convictions. It’s also far away from schools. So it’s a win win for the county.
