Bristol Spends Six Figures Fighting Black Man’s Family After Racist Neighbor Complaint

BRISTOL, Wis. — The Village of Bristol has spent more than $126,000 (as much as $226,000) in taxpayer money fighting a biracial family over their right to build a home — a dispute that began after a white neighbor told sheriff’s deputies, “It’s the color of the goddamn skin.”

Invoices obtained by Kenosha County Eye show that the Village has paid the Madison-based law firm Michael Best & Friedrich LLP more than $126,000 through early 2025 for a case labeled “Zoning and Stormwater Code Violations.” The work includes litigation strategy meetings, depositions, and drafting motions — all stemming from a years-long conflict with Quentin Jackson, a Black man, and his wife, Christine, who is white. Jackson thinks the Village has spent much more.

The Jacksons bought a five-acre property in Bristol nearly seven years ago with plans to build a home for their family. Jackson says the project turned into a nightmare after neighbors and Village officials began interfering. “The Bristol Village Board in the eyes of our family and many others that are afraid to speak up, is simply a huge disappointment,” Jackson said. “It is fraught with fraud, zero ethics, lies, deception driven by segregation.”

Jackson said the Village’s actions have nothing to do with enforcing ordinances. “Nothing about this is about code enforcement,” he said. “That is the angle they are trying to use. Is Bristol really spending just south of $300,000 to fight three ordinance tickets that they actually went back and altered to find us guilty? This is about Randy Kerkman proving that his phone rolodex is stronger than anyone else’s.”

He accused Kerkman, Bristol’s longtime administrator, of using public money to settle personal scores. “He wants to show that if anyone else ever challenges him this is your fate,” Jackson said. “Making an example of us will prove to the Village of Bristol residents that you are to keep your mouth shut and your blinders on.”

According to Jackson, the Village Board has refused to intervene. “I’ve emailed and had extremely short conversations with some Board members,” he said. “None have made any attempt to resolve the issues. They only try to gather information to use against us and to protect themselves. They all fear Kerkman and he knows it.”

The conflict ramped up years ago when one of the Jacksons’ white neighbors, Felix Siordia, reportedly told deputies, “It’s the color of the goddamn skin.” Jackson said Siordia’s wife also made racist remarks directly to him. “She had no problem telling us to go back to where we came from,” Jackson recalled. “We don’t want your kind here.”

From there, Jackson said, Kerkman and others in the Village began escalating the matter. “He demanded us to stay off our property until the civil dispute was resolved,” Jackson said. “Afterwards, Byron and Susan Aslett along with a series of Kenosha County Sheriffs [Deputies] were recruited to apply pressure.”

The Village later filed a lawsuit against the Jacksons, represented by high-powered attorneys at Michael Best. “Our initial reaction to Bristol having Michael Best, and at times double-digit attorneys, is that they know they fucked up,” Jackson said. “Randy needs to make sure he saves his retirement and pension. So if spending is going to make sure that happens, then they will continue to write checks.”

The case has taken a personal toll on the family. “This whole case has taken mental health to a whole different level,” Jackson said. “People who really know you have to pull you to the side and make you acknowledge that you aren’t the same person anymore. Financially, no one prepares to be dragged through this for seven years.”

Jackson estimates he’s invested about $240,000 of his own money into the project so far. “One hundred percent, Bristol’s goal is to try to wear us down not only mentally but also financially,” he said. “Unfortunately for Kerkman and the bunch, they picked the wrong ones to try.”

Despite everything, Jackson said his family remains determined. “Definitely both — that house will be built atop that hill and the Village of Bristol will be held accountable,” he said. “Justice in my eyes is non-biased. Leave out the titles and relationships, drop the name recognition and just old-fashioned due process of the law.”

I’ve had a few run ins in these areas while I was just minding my black owned business. Went to Wisconsin Dells and was berated for being black and having on a shirt that praised black women who have made change in the world. Trump has made the racists more bold and the fact that they control a lot of these public offices makes it even harder.         1. I moved to a 10 acre property and the following year the neighbor behind me moved his driveway right alongside the property line. More traffic then my previous house. And raised like a railroad bed lol. There was some flooding issues. He made some adjustments with drainage pipes.   7. I live in Bristol, it’s one corrupt town if I have ever seen one. I pay 25k a year in property taxes, and this is what they spend it on. Years ago, I wanted to add a building to my property, but the building inspector said No way, I have 7 acres, so no excuse. I filed for my building permit, and they said no again, but gave no reason except that I said so. I had my attorney contact them, and a building permit found its way into my mailbox a few days later. I keep a close watch on these scumbags, and my attorney is ready for their next round of crap. They gave me a citation for not mowing my lawn, which you can not even see from the street. I did not mow it as we like the wildlife in our yard. It’s impressive, though, if you fill your yard with wrecked cars and trucks, junk, and garbage, they don’t say anything as you’re just one of the beer-drinking hillbillys. I’m a trump supporter too, so don’t start with that.

I have been having an issue with them being rude and allowing things in MY neighborhood since 2019 that are not allowed — my new neighbors are getting away with all sorts of things they shouldn’t be while I continue to be disappointed by the village. Why do I not have any rights? Why does the inspector talk to me like I’m some damn idiot? He has no filter. I’ve been building a life here for a long time, only to have the officials sticking up for the new neighbors that are doing things the wrong way.       Of any government job out there, being a building inspector is actually the easiest !

      Because all they need to do is read the words and numbers printed in the books.
      Each size of a property has its own building limitations.
      Each size of house and garage has limitations.
      Set backs. Heights or in this case, lows.

      Everything a building inspector does is defined in a printed local ordinance or state law or national code.
      These things are not up for debate or modification at the initial permit application stage.
      As long as you follow the “letter of the law” there should be zero discussion or debate.
      Permits are not to be withheld on a whim.

      If a property owner is seeking a variance, then a review of the requested changes needs to be compared to past precedents and exceptions. Along with neighbors notification and hearing.

      These rogue inspectors think that they are protecting us from ourselves. They aren’t. They think they have power to rewrite the rules according to visions they have. They don’t.
      There are certain personality types that can be great inspectors. And just the same there are some that are not.
      And it is up to the residents to monitor the people that hire these village employees, their elected officials, and rein them in when they are found not up to following the laws and rules that are already decided and in place. Not the ones in their heads.

  9. Listened to the 36 minute body cam. Seems Mr. Jackson filled in wetland / flood plain causing storm water issues for the surrounding properties. Listeing to the end it sounds as if Kerkman and the Village gave him a clear path to a building permit and agreement and apparently Mr. Jackson did not agree.

    Shame on the neighbor who clearly is a racist. He should be run out of town.

    While the Village may be in the right here, shame on them for not mediating this and wasting so many taxpayer dollars.

Also they are on body cam and cell video admitting that they said it “ just because” and “ just incase “. We asked for the investigation of the facts to back this as we were told,but it was never actually done by Bristol. DNR storm and water and county passed. We never applied for Bristol( another lie by Kerkman). We share a wetland between our properties and they actually have broken field tiles on theirs…. We repaired ours. They got pissed because our contractors wouldn’t” just go 30 feet over and dig theirs out too”, for the same price!!( didn’t want to pay). 6 years later…… here we go, backed by lies and Kerkman got so deep into it he couldn’t back out! No honkn my page there are way more videos…. That’s the only way to prove liars…. Record them!!

      When Bristol worked to become a village years ago it was for exactly these reasons. To control everything in their boundaries.
      For good or bad it is what it is.

      That said, because Mr. Jackson’s fight is “only” with the village, he will have a better chance at winning.
      Even at that I doubt the county would have not allowed the original permit.
      Sam aside, there are different heads over there.

I would clearly welcome this family as my neighbors and can also say that I have questioned some building permits granted that appeared against code and never received follow up from Mr Kerkman. I do know personally at least one board member and he is a standup guy. Can’t say much about the rest. Looking forward to seeing this family get their new home soon!
