KENOSHA, Wis. — A 28-year-old Kenosha man is facing felony domestic violence charges after police say he choked the mother of his child during an argument over sending money to family members in Colombia, leaving her with scratches on her neck and redness around one eye. Prosecutors charged Julian Camilo Forero-Vargas with felony strangulation and suffocation, misdemeanor battery, and disorderly conduct, all with domestic abuse enhancers.
