KENOSHA, Wis. — Kenosha County Court Commissioner Daniel E. Kellum showed what critics may view as a stunning indifference toward the safety of local law enforcement officers Monday when he set just $750 cash bail for a man accused of repeatedly threatening to kill four Kenosha Police officers while physically fighting their attempts to take him into custody. Xavier A. Massey, 30, of Toledo, Ohio, faces four Class H felony charges carrying a combined maximum of 24 years in prison, along with misdemeanor charges of resisting an officer and disorderly conduct.
