Flag Protest Sparks Vandalism Probe in Kenosha Neighborhood — But No Charges Filed

Kenosha, Wis. — A neighborhood quarrel over a politically inverted American flag spiraled into a month-long police investigation in the St. Peter’s Park neighborhood — and ended with no arrests, no charges, and rising tensions between residents.

The dispute began early on March 1, when a couple living on 22nd Street, just behind St. Peter’s Catholic Church on 30th Avenue, called police to report that both of their vehicles had been vandalized. Windshield wipers were bent and air valves on the tires had been pinched. A typed, anonymous letter was left under one wiper.

“So you were warned about disrespecting the flag,” it read. “This is the first of several retaliations… you hate America and support communism… move to California!” The notes contained spelling errors. The couple provided a second letter they had received weeks earlier, also anonymous and unsigned, which warned that unless they corrected or removed the upside-down American flag displayed in front of their home, “we will take action on you home and vehicles.”

Police responded and documented minor vehicle damage, but the incident quickly escalated into a wider investigation that would span weeks, hours of detective work, multiple search canvasses, and surveillance video analysis.

A masked figure had been caught on camera walking past the couple’s house at approximately 6:16 a.m. that morning, holding a white object. No actual vandalism was visible in the footage — and the person’s identity remained concealed. That didn’t stop the couple from launching a highly personal campaign to identify and expose who they believed was responsible.

Initially, they pointed to one neighbor. Then they changed course and accused another — a man who lived near the entrance to the subdivision. When reached through a mutual acquaintance, the man reportedly expressed confusion and offered to speak with the couple directly. But the couple said they were out of town and refused to meet, even the following day.

Instead, they took their accusations to social media. One post, later shown to police, featured the man’s photo with his eyes blacked out and the caption “Do The Right Thing.” Other posts referenced guilt, sin, and Catholic repentance. Police later said the couple admitted they posted these messages intentionally to provoke a response.

The following week, things escalated even further. According to police reports and witness statements, the couple began blasting vulgar music from their house — specifically a song containing the phrase “F— You” — whenever the accused man’s wife, daughter, or niece walked past.

Then came the yard signs. By mid-March, the couple had erected giant signs in their front yard, including blown-up images of the anonymous letters and surveillance stills showing the masked individual. One sign reportedly featured a large printed photo of the accused neighbor.

During the canvass, one resident shared that her family had received a similar anonymous letter in the weeks following the 2024 presidential election. In that case, the woman had left pro-Trump signs in her yard while out of town. When she returned, she found a letter in her mailbox — not delivered by USPS — criticizing her for “poor sportsmanship” and suggesting she was disrespecting neighbors who “may have voted differently.” A photo of the letter was shown to police.

Detectives worked the case for nearly three weeks, collecting footage from multiple homes, canvassing door-to-door, and interviewing neighbors who described the couple’s actions as obsessive. One resident, who had initially tried to help, said she was later blocked on social media. Another said the neighborhood had grown tense and polarized. Even the U.S. Postal Inspection Service got involved after the couple contacted them about the anonymous mail.

Eventually, the case was forwarded to the Kenosha City Attorney’s Office. After reviewing the evidence, Assistant City Attorney Brian Coe declined to file municipal charges, writing that the video evidence failed to link the masked individual definitively to the act of vandalism. The damage itself was not recorded, and no witness saw it happen. The detective investigating the case noted in a report that the woman became “spiteful and malicious” after learning the case wouldn’t be prosecuted.

“Without a clearer link between the vandalism incident itself and the masked individual,” Coe wrote, “the City would not prevail on a vandalism charge.”

Investigators advised the couple that they could file in small claims court if they wished to recover the estimated $300–$600 in damages. Police officially closed the case on March 20.

    Heck I once saw it in a western movie. The owner of a ranch was flying the flag upside down and was sending a signal or sign to people outside of his home that he was in distress inside. He was using it because the good guys coming were Americans and knew what it meant and the bad guys in the movie were Spanish and had no knowledge of the upside down meaning of the American Flag.
