KENOSHA, Wis. — A 43-year-old Kenosha woman is facing multiple criminal charges after authorities say her dog was found dead on the roof of her home, surrounded by squalor and signs of long-term neglect.

Janine Nicole Williams was in court Tuesday and formally charged with six counts, including felony mistreatment of animals resulting in death and five related misdemeanors and forfeitures. According to the criminal complaint, the deceased animal, a six-year-old YorkiePoo named Winter, was discovered on Aug. 1 on the roof of Williams’ residence at 3816 14th Avenue.

Community Service Officers and Kenosha police described the interior of the home as filled with garbage, personal items, dog feces, and urine — to the point where floors were not visible. The apartment had no power, no running water accessible to the dog, and no clear sleeping space for either the pet or its owner. Winter’s body showed signs of decomposition, malnutrition, and a heavily soiled diaper. Officers noted there were flies and visible matting on the dog’s fur, and the water bowl inside the home was dry.

Williams told officers she had last seen the dog alive around midnight and claimed Winter suffered from bladder cancer. She insisted the dog had food and water but was unable to provide evidence that Winter had been seen by a veterinarian in recent years. Records from local clinics could not confirm any visits.
Despite the disturbing nature of the allegations, Assistant District Attorney Alexis Baurer only requested $500 cash bail. Court Commissioner William Michel II granted that amount. Williams is due back in court for a preliminary hearing on August 14.
Williams faces up to 3.5 years in prison if convicted of the felony count, along with additional jail time or fines on the misdemeanor charges.
