KENOSHA, Wis. — A Kenosha man is wanted after prosecutors filed serious felony charges in connection with a violent assault reported last fall.
Charges Filed
On Thursday, the Kenosha County District Attorney’s Office filed a criminal complaint against Troy Jordan Guinn, 24, of Kenosha. He is charged with second-degree sexual assault and second-degree recklessly endangering safety. The assault charge is a Class C felony, carrying a maximum penalty of 40 years in prison and a $100,000 fine. The reckless endangerment charge is a Class G felony, punishable by up to 10 years in prison and a $25,000 fine.

Incident Details
According to the complaint, on the night of November 21, 2024, police were dispatched after reports that a young woman was being held against her will. Officers later found the 22-year-old victim on her knees in the street, crying and screaming. She told officers that Guinn had forced her to drink alcohol, severely sexually assaulted her, and held her down by her throat while she repeatedly begged him to stop.
The woman said the assault occurred in Guinn’s Ford F-150 in the parking lot at Pennoyer Park’s bandshell. She described Guinn ripping off her clothes, severely sexually assaulting her, and making degrading remarks while pinning her down.
Afterward, she said Guinn drove recklessly through Kenosha, speeding, running red lights, and refusing to take her home. When she called police, Guinn allegedly threatened to kill any responding officers with a knife he kept in the vehicle. He then pushed her out of the truck near 40th Avenue before fleeing the area.
Investigation
The victim was treated at Aurora Hospital, where officers observed bruising on her knees and scratches on her hands. A sexual assault nurse exam was conducted the following morning. In December, she gave a detailed statement to a Kenosha detective, again describing the assault, Guinn’s threats, and his refusal to take her to safety.
Detectives later interviewed Guinn, who denied any reason his DNA would be found on the victim.
Current Status
A $50,000 arrest warrant has been issued for Guinn. Authorities are asking the public to remain alert. If you see him, call police immediately.

Damn Kenosha Wisconsin is really just a hole of filth and disgusting individuals that have the KPD. AND COURT SYSTEM UNDER THER THUMB. I grew up there my whole life and everytime I leave and regretfully return it’s always getting more and more out of control. The KPD is intimidated by these young thug’s . I’ve witnessed it all to many times especially around the bars they are all over during the day time but as soon as the night comes YOU DON’T SEE THEM SO I JUST WANT TO KNOW WERE DO THEY ALL GO TO? YOU KNOW WHY CAUSE ITS JUST A DAMN PAYCHECK TO THEM.WE ALL KNOW THIS. BUT I WILL SAY ONE THING DON’T DRIVE AROUND WITHOUT A SEAT BELT OR SPEED OR NO BLINKER OR TAG LIGHT CAUSE THERE WILL BE 3 SQUADS AND A K-9 UNIT ON YOUR ASS SO FAST NOT TO MENTION A FEW JUMP OUT BOYS PLUS THE OTHER PO-POS. CIRCLING THE CRIME SCENE!!! ITS PATHETIC AND YOU KNOW IT!!! AND. THEN YOU GOT THIS TERRIBLE ISSUE!!! GIVE ME A BREAK. MAYBE TRUMP NEEDS TO MAKE AN APPOINTMENT TO COME TO K-TOWN!!
