Drug-Using Therapist and Former Foster Mom Plots to Blackmail Kenosha Judge

KENOSHA, Wis. — Kenosha County Eye has received an anonymous tip and video allegedly showing Jacqueline Niccolai being denied boarding of a commercial flight departing from O’Hare International Airport to Michigan after she appeared to be under the influence of drugs or alcohol. Shortly after being banned from the plane, she reportedly sent the video she recorded herself to multiple people. The video shows her slurring her words and conversing with an airport employee.

Repeated Harassment Alleged
Niccolai is currently facing two criminal counts of violating a harassment injunction and is under investigation by the Wisconsin Department of Safety and Professional Services (DSPS) over her conduct as a licensed professional counselor. She has told others she may have had cocaine in her system during her recent OWI arrest, in which she crashed her SUV in Kenosha while under the influence of alcohol, Xanax, Vyvanse, and Hydroxyzine.

In private messages, Niccolai allegedly wrote, “This OWI would completely go away but there’s a good chance [cocaine is] going to come up in my bloodwork which will fuck me.” She added that attorney Ted Kmiec is working to have the blood test results suppressed before they’re returned from the lab.

Prior Arrest and Mental Health Commitment
Niccolai was previously arrested for carrying a firearm while under the influence of drugs, alcohol, or both. After being taken into custody, she kicked the window of a squad car and threatened to kill police officers. Earlier this year, she attempted suicide and was involuntarily committed under Chapter 51 as a danger to herself and others.

Blackmail Scheme Against Judge Alleged
Niccolai has also been telling others that she is in possession of confidential Snapchat messages from Kenosha County Circuit Court Judge Angelina Gabriele, and that she plans to use them to blackmail the judge. Screenshots and source statements indicate Niccolai took photos of the Snapchat messages sent by Gabriele. Niccolai allegedly took the photos from her red work-issued iPhone. Niccolai worked on Gabriele’s election campaign, assisting the judge with outreach efforts.

“I’m sitting in bed blackmailing a judge,” Niccolai allegedly wrote. In another message, she boasted, “I have a different judge right now that is telling me everything that’s going on inside the court system.” She has also claimed that Gabriele has been leaking information to her in order to damage District Attorney Xavier Solis.

Gabriele has previously acknowledged that she campaigned for Solis’s political opponent in 2024. KCE has previously written that this violated judicial ethics rules. Niccolai was reportedly part of Gabriele’s campaign effort, helping with her election — raising further concerns about improper contact and conflicts of interest.

Boasting of Lawsuits and Control
Niccolai has told people she believes she will soon be wealthy. “A BIG TIME attorney is taking my case for free,” she allegedly wrote. “He said I had more than enough to sue the [Kenosha Police Department] and [District Attorney’s Office] and include Kevin in it. He said it could easily be a million-dollar lawsuit and he’s salivating over it… I have always wanted to be rich.”

She continued, “We are going on a cruise for sure. Anyone that has stuck by my side is traveling with me. Sticking by me is a risk.”

Niccolai claimed that attorney Mackenzie Renner is representing her for free in her harassment injunction violation case, and that Ted Kmiec is representing her for free in her OWI case. She referred to Kmiec and Renner as working together — the two reportedly share a building and a paralegal.

She also wrote, “I now have the police department, the sheriff’s department, the district attorney’s office, and the judicial staff… in my motherfucking pocket.”

Harassment Campaign Against This Publication
About a year ago, Niccolai created a Facebook page and website called “Kenosha County Eyeball,” which she used to spread false and damaging information. The page attracted mainly criminals and other individuals who have been the subject of Kenosha County Eye’s investigative reporting. She used the platforms to attack the District Attorney’s Office, the Kenosha Police Department, the Kenosha County Sheriff’s Department, and this publication’s editor — portraying herself as a victim of a vast law enforcement conspiracy.

Niccolai was caught on three separate occasions using copyrighted content from Kenosha County Eye — including photos and full articles — without permission. After legal action was taken, WIX permanently shut down her website, and Facebook removed her page. She has since launched a new page dedicated solely to attacking the editor of this publication and promoting conspiracy theories about the criminal justice system. The tone and content of her messaging are increasingly erratic.

Professional License Under Review
Multiple complaints have been filed against Niccolai’s therapist license with DSPS. The agency has confirmed to at least one complainant that her license is under formal investigation.

Kenosha County Eye will continue to monitor the ongoing DSPS review, the criminal court proceedings, and the serious allegations involving Judge Gabriele.

  1. Why would any judge “get in bed” with her, so to speak? All over that DA election? There’s a reason judges are required to distance themselves from these partisan campaigns. Rules matter. I’m glad Solis won and broke up that unhealthy link between the Bench and the DA’s office.

    I hope Niccolai turns on all of the judges that she allegedly has dirt on. Congrats to the Eye for exposing the local judiciary on multiple levels — most notably, some of their procedural rulings and in-court shenanigans.       1. The entire process of her election was opaque and deeply questionable. She abandoned her boss, Gravely, when the situation spiraled out of control during the riots. She conspired with judge Wagner so that, on the very same day one announced her retirement, the other declared her candidacy. She won the election against a certain Afro; an anonymous figure whom, after the chaos that had unfolded, no one in this county would have reasonably supported; and subsequently appointed Carli as her successor and puppet, whom she controlled entirely to serve her own interests. That is precisely why she was in tears when the Solis won the election, as it marked the end of her influence.

    3. She was such an incompetent ADA that she was reassigned to work with Jambois on the Jensen trial. That, along with a few “personal” favors she did for her superior, was what ultimately saved her job. She has no moral authority.

And IF it is true that she “leaked information” to harm Solis, I would love to see those texts or snapchats or whatever they are placed side by side with her previous quote! That would be rich.
