Chicago Woman Sentenced In Two Kenosha Retail Theft Cases; Judge Imposes Straight Jail And Consecutive Probation

KENOSHA, Wis. — A Chicago woman with a history of crossing state lines to steal from Kenosha retailers was sentenced Wednesday in two separate felony retail theft cases — one resulting in straight jail time with no work release, and the other resulting in a stayed prison sentence and three years of probation.

According to court records, Jennifer Pacheco, 39, of Chicago, pleaded guilty in both cases during hearings held Wednesday before Judge Jodi L. Meier. Assistant District Attorney Vladyslav Bilyy appeared for the State, and Pacheco appeared with her attorney.

The March 17 Walgreens Theft — 2025CF524

In the first case, Pacheco was convicted of felony retail theft with a repeater enhancer for a March 17, 2025 theft at the Walgreens at 3805 80th Street, where she and an accomplice stole $1,938.50 in merchandise and fled in a Cadillac Escalade. Surveillance footage showed Pacheco stuffing cosmetics into a large black purse before leaving the store without paying.

At sentencing Wednesday, Judge Meier dismissed the repeater enhancer on the State’s motion. Pacheco pleaded guilty, waived a presentence investigation, and the judge imposed 3 years, 6 months in the Wisconsin Prison System, consisting of 1 year, 6 months of initial confinement and 2 years of extended supervision — stayed. Instead of sending her to prison immediately, the court placed her on three years of probation, consecutive to her sentence in case 25CF524. Conditions include DNA submission and payment of costs.

The April 7 Walgreens Theft — 2025CF989

The second case involved another theft at the same Walgreens on April 7, 2025, where Pacheco and multiple accomplices stole $1,379.19 in merchandise. Surveillance showed suspects moving items in the trunk of their SUV before entering the store and filling large bags with cosmetics and personal care products before walking out without paying.

Judge Meier again dismissed the repeater enhancer on the State’s motion, and Pacheco again pleaded guilty. This time, the judge imposed 1 year in the Kenosha County Jail, with 7 days of credit, and ordered that the sentence begin immediately. The jail term is straight time — not work-release or Huber. The court also ordered $1,938.51 in joint and several restitution with a co-defendant, as well as DNA submission and payment of costs during her probation in the other case.

  1. She goes in for a year, (maybe) and then gets back out for a year before having to serve for the other case? Tell me I’m reading that wrong, please.

  2. Dismissing 2 different cases and the repeater- how dumb. She didn’t steal one thing, they brazenly went in and took bags full… on camera knowing there’d be no harsh penalty. She IS a repeater, why did Solis office ask the judge to dismiss two? It’s light handed stuff like these sentences that make people feel “safe” to commit crimes.
