Kenosha Police Chief Pat Patton was driving in-between administrative meetings just before 2pm last Friday, December 8, 2023, when he heard a big call being dispatched on the radio. Just seconds before, someone had called 9-1-1 to report a bank robbery at North Shore Bank, located at 6906 Green Bay Road in the City of Kenosha. The caller gave 9-1-1 dispatchers a description of the suspect and the vehicle she was in. Patton tells KCE he makes it a habit to listen to the police radio while in his unmarked car, and at his office.

Chief Patton was in the are of 61st St and 56th Ave when the call was being dispatched. “I knew the description of the vehicle and started checking the routes I would expect a bank robber to flee to avoid police given the information we were given,” said Patton. ” I located the car and followed it until marked cars could back me up.” A felony traffic stop of the vehicle with their guns drawn. The bank robbery suspect, Andrel L. Arrington, 40, of Zion, IL immediately exited the jeep, but refused to comply with officers’ commands. A struggle ensued between Arrington and about seven officers. While Arrington was actively resisting arrest, one officer cut and injured his finger – he was treated for a minor injury at a local hospital.

Out of an abundance of caution, officers obtained a search warrant for the suspect’s jeep. Inside they found a surgical mask, baseball cap, black pants, the defendant’s ID, a green sweatshirt, a North Shore Bank deposit slip, three bundles of $20 bills and a GPS tracker from the bank.

“The suspect resisted and the officers handled the arrest while I cleared the car.  The officers did an incredible job blocking off the area and taking the suspect into custody.  They did an incredible job dealing with a volatile and uncooperative subject, said Patton. “Ultimately, they were able to recover evidence of the crime and ensure the individual that just committed a bank robbery in our City is held accountable.  It is one of the most brazen crimes an individual can commit and our officers were all over it.”

The teller at the bank told police that the suspect was wearing a baseball cap, dark green jacket, covid style mask, black pants and white shoes. The bank teller told police she put a gps tracker in with the money she gave Arrington and followed her outside after the robbery to get the vehicle description.

Arrington waived her Miranda rights and was interviewed by a detective. She was asked why she did what she did and she said life was hard. Arrington stated she used her son’s Jeep and made the spontaneous decision to rob the bank. She stated she wrote the note in the parking lot right before going into the bank and that she acted alone.

The detective then spoke to Arrington’s mother. Her mother stated that Arringtont and her husband were recently evicted from their home in Round Lake, Illinois. She stated that they had moved in with her daughter and Arrington’s car had just been repossessed and that she and her husband were constantly arguing about finances.

Arrington made her initial appearance yesterday in front of Kenosha County Circuit Court Commissioner William Michel II who set bail at $15,000 cash. Arrington was charged with robbery of a financial institution and resisting an officer causing soft tissue injury – both felonies. If convicted on both charges, Arrington faces a maximum of 46 years in the Wisconsin Prison System.

Kenosha Mayor John Antaramian

“I am not surprised by the Chief’s assistance to his officers,” Kenosha Mayor John Antaramian told KCE Tuesday afternoon. “The Chief’s dedication to the City has been shown over his years with the department, but his leadership has been demonstrated since being named chief and this is just another example of that.”

When Patton notified the mayor’s office of the serious incident, former police chief and current City Administrator John Morrissey told KCE that “Interestingly when[Chief Patton] called to inform [the mayor’s office] of the Bank Robbery he never mentioned his involvement, but that is what most great leaders do, they give credit to the rank and file,” said Morrissey

Friday wasn’t the first time Patton was involved in a serious incident as the City’s top cop. In December of 2022, Patton left the city council meeting to help his officers in an active shooting and helped transport patients in a nearby squad car.

    1. Chief Morrissey actually did make an arrest with former city administrator Pacetti as a ride along of a guy resisting an officer.

  1. I know a lot of old school cops that would go to calls if there were on their way home or coming into do their shift. The last thing any cop or the public want to see is an on duty officer close to a call but not responding. His “unmarked squad” also gives him away. Kudos to him for doing the right thing.
Now, what will the suspect get…some probation and a to write a few, “I will not rob a bank” notes several times?

    1. Olen Arrington was the Pastor of a Kenosha church who was also on the school board at one time. A very good man by all accounts. He died several years ago. I didn’t know him so I don’t know if there is any family relationship.

    1. That person u calling a ho is my daughter and sometimes people make bad moves when they are in a bad situation. People make stupid mistakes. That doesn’t make them a hoe

    2. That was mean. If she was a hoe, she could have just robbed a bunch of her customers, instead of robbing a bank. Regardless, hope we’ll be providing her with three hearts and a cuts for a decade or four. Got to stop this, “Life is hard in illinois, let’s go up to Wisconsin and help ourselves to some s*** “mentality.

  3. We have no idea what leads people to do the things they do. To sit high and huddle low is mighty brave of y’all. To sit as if you’re perfect is wild. No one sin is worse than the other. I pray she gets a psych evaluation and treat her underlined issues.

    1. What led her to do it is irrelevant to the crime of robbing a bank. She should be punished according to the law for her actions. If she has mental health issues, she’ll have plenty of time to get them treated while she is serving her sentence.

    1. It absolutely should go to Federal Court. They have mandatory minimum sentences for this. They also don’t give probation and a slap on the wrist like the DA does all the time. Everyone here in Kenosha is afraid to send crimes like this to the US Eastern District Court. They lose their local control.

  4. Everyone is struggling & we ain’t robbing places we are working! Lame ass excuse! Btw stay in your own state and rob shit!

  5. First. KPD Thank You and Chief Patton.
In my early work years, I had only two paychecks left until flat out broke.
I NEVER considered robbery/theft/dishonesty. I scrimped and worked my *ss off. Married, I DID NOT have kids I could not afford.
It paid off. I live comfortably in retirement.

  6. That mug shot says it all . She looks like a wonderful, caring person. Always thinking of how she can help the less fortunate. Spreading cheer and love wherever she goes. We should all strive to be like her.

  7. Nice job Patton! Now let’s see what our mainly liberal democratic Kenosha county court system does about it. They really need to stop locking up people for minor things and actually start locking up people like this bank robber or maybe people who like burning down buildings. Very sincerely, Mr. Common Sense

  8. But I thought Bidenomics was working? After all, she voted for it. So keep voting for POS democrats. I’m sure she won’t see a day in jail because liberal judges will give her a 2nd chance…to do it again.

Thank you Police Chief Patton! Kenosha is Proud!!
