Village President Agrees Not To Extend Harassment Restraining Order, Cites First Amendment Rights

Rita Bucur, the Village President of Salem Lakes agreed in court today not to extend a harassment restraining order against village resident Dee Grubb. The harassment restraining order was signed on July 10, 2024. Today’s hearing was set to extend the order by four years. The gallery was filled with nearly a dozen of Bucur’s supporters.

Grubb, a 51-year-old Salem Lakes resident who was furious with the village board after they refused to take action on a multitude of demands, hired a Milwaukee based attorney to represent her. In a communication on social media, Grubb said that the restraining order would be “devastating to her charity work with foster children and the special Olympics.” This seemed to cause Bucur to show Grubb some mercy.

According to Bucur’s attorney, Xavier Solis, a stipulation, or agreement, was made between the parties before court today. According to the stipulation, Bucur agreed to not seek an extension of the harassment injunction under one condition – the case would be dismissed without prejudice. “Without prejudice” is a legal term that means that the action can be re-filed at any time if the conduct continues.

“Just to be clear, we did reach an agreement that this action would be dismissed without prejudice. The reason that [we agreed to this,] is [so that] if there are any more instances of [] this type of behavior from the respondent, then we will refile and we will use these incidents in a new hearing. But we have reached an agreement to dismiss it without prejudice,” said Attorney Xavier Solis.

“Filing a restraining order was the last thing I wanted to do,” Bucur told KCE after the hearing. “But the harassment was on a near-daily basis. She told me that she knew where I lived and she accosted me in public. My personal safety and the safety of my family comes first.”

KCE obtained almost 200 pages of emails pursuant to a public records request that showed a seemingly disturbed Grubb incessantly emailing Bucur, her colleagues, and Village staff about non-sense. “I felt I had no other choice,” said Bucur. “During the time that this restraining order was in place, Mrs. Grubb didn’t contact me. I finally got some peace. I don’t want to censor anyone’s first amendment right to free speech. If I would have extended the order, she wouldn’t have been able to contact me about village business or attend public meetings. I didn’t want to stifle her right to speak out, but my attorney made it clear today that if the lines are crossed again where her contact becomes harassing in nature and are not pertinent to my official position, I will take action to re-instate the restraining order.”

One of the Salem Lakes residents who spoke with KCE immediately after the hearing praised Bucur for showing Grubb mercy but disagreed with the logic. She was a witness that was present for some of the harassment. “This woman didn’t deserve mercy in my opinion. She throws around her ‘charity work’ as a way to make herself look good. She’s a bully, plain and simple. I think that Rita should be able to serve her community without being subject to this type of behavior from another adult. God bless Rita for taking the high road, but I sure wouldn’t have if I was her.”

Luckily Dee, Rita Bucur is being the adult in the room and moving on, hopefully, Dee Grubb is smart enough to do the same.  Dee needs to stop with the 3rd-grade antics and be an adult, show up to meetings, and express her real thoughts on policy. She should do less of hiding behind her phone to do all the dirty work and grow up.  There is no point to this nonsense, but to inflict mental torture on those that are doing the job voters elected them to do.  Guess what Dee, voters spoke, and they didn’t like your crew anymore, move on, run, or support someone that you think can do better.  This doesn’t make you look good for a reason, maybe try a method that’s less personal and more about Village policy. Your current threats of using lawsuits to inflict pain on good people are ridiculous and never amount to anything but darkness on your soul. You and your so-called crew are a bunch of haters because you folks lost a fair election. What did you and your crew think, it’s our until we say so. Get a grip and move on.   7. If this picture of MRS. Grubb eyeballs are any indication of future interactions with the public, I think we are doomed, just saying. Surprisingly, the eyes can be very telling to somebody’s mental state, good or bad. IMO, I think she has more madness to deliver, let’s hope not.
