KENOSHA, Wis. — A Kenosha man accused of threatening to kill a police officer during a disturbance at the Shalom Center was charged Thursday with felony counts of threatening individuals involved with the legal system and given a $500 cash bail by Court Commissioner William “Bargain Bail Billy” Michel II, a decision that has angered some in law enforcement who say it minimizes the seriousness of threats against officers.
