KENOSHA, Wis. — A Kenosha man who authorities say avoided court for nearly a decade is now back in custody after being arrested April 29 and brought before Court Commissioner William “Bargain Bail Billy” Michel II, who set thousands of dollars in cash bail across multiple long-dormant cases.
