KENOSHA COUNTY, Wis. — The boyfriend of a Pleasant Prairie woman already charged with multiple felony counts of sexual contact with an animal is now facing even more serious accusations of his own—this time involving a child—after investigators say the same case led them to a much broader and more disturbing operation. Court Commissioner William “Bargain Bail Billy” Michel II set bail at $100,000 cash for Jerry D. Lapenta II, far exceeding the $1,000 bail previously set for his girlfriend.
