A Chicago man was charged yesterday with possession of methamphetamine and disorderly conduct for conduct from August 10, 2024. Duane L. Feaster, of Chicago faces more than four years in the Wisconsin Prison System if convicted of both charges.
According to the criminal complaint:
A Kenosha Police Officer reported that on August 10, 2024 at 12:07 a.m., he was dispatched to the Kenosha Metra Station, located at 5414 13th Avenue, for a disorderly conduct call.
The Officer arrived and spoke with the caller, a Metra employee who pointed out the individual causing problems, who was later identified as Duane Feaster.
The Metra employee explained that Feaster had been on the train, intentionally exposing his buttocks. Feaster was also “twerking” toward others on the train and groping his genitals in an overtly sexual manner. Feaster also bent over and opened his button-up shirt. Multiple riders on the train complained to employees about Feaster’s behavior and the Metra employee observed it himself. Feaster got onto the train in Chicago and had been engaged in this behavior the entire time on the train. Feaster continued this behavior after the train entered the City of Kenosha.
The Kenosha Police Officer noted that the defendant appeared to be under the influence of an illicit drug. Feaster struggled to hold still and would talk abnormally fast. When asked what happened, Feaster claimed nothing had occurred.
When the Officer arrived, he saw the train had a large number of people in the same car as Feaster, and some of those people were young children. The fact that multiple people complained about Feaster made it apparent his behavior caused a disturbance. The defendant was placed under arrest. During a search incident to arrest, another Officer discovered a small plastic baggie containing a white, rock-like substance. It looked like it was shattered safety glass, but with a cloudy white color. Both Officers believed the substance to be methamphetamine.
The substance was later tested and tested positive for the presence of methamphetamine using a NIK-U test kit. The substance weighed 0.7 grams.
Feaster was released on a signature bond.
