On July 28, 2024, a 15-year-old girl advised that the day before, July 27, 2024, she was at work, when she received a message on Facebook Messenger from Steven L. Andersen, asking her what type of picture she would send him if he asked her for one. She replied she would send Andersen a selfie. Andersen then asked her if she wanted a picture of Andersen’s piercing, and she replied “sure.” Andersen then sent her a photo of himself from the waist down, with no clothes on, with his penis exposed.

Andersen then sent the child a second photo that was a close-up of Andersen’s genitals, showing a silver piercing. Andersen then messaged the girl “hope these are alright… can you send me something like I sent you?”

The little girl had since blocked Andersen, but provided screenshots of the conversation and photos to law enforcement.

A Kenosha County Sheriff’s Detective was assigned the case and made contact with Andersen, identified by his photo identification card, at Andersen’s residence, on 104th Street in Pleasant Prairie, on August 9, 2024.

Andersen was shown a print-out of the conversation and photos between he and the 15-year-old girl that she provided to law enforcement. Andersen consented to law enforcement searching his tablet and cell phone, and acknowledged that during this conversation he asked the girl for a selfie but did not remember anything after that due to various health issues. Andersen said he asked her for a photo because he wanted a photo of her for his tablet.
