Milwaukee Man Given Half Million Dollar Bail For Allegedly Stalking Former School Board Member And His Boyfriend, Threatened To Kill A Detective

A Milwaukee man is holding at the Kenosha County Jail on a $500,000 cash bail for more than a year of serious allegations. Paul L. Augustine is facing the following criminal charges:

If convicted of all charges, Augustine faces almost 150 years in the Wisconsin Prison System. According to the criminal complaint, between May 1, 2023 and March 25, 2024, Augustine intentionally engaged in a course of conduct directed at a specific person to wit former KUSD School Board member Carl Bryan, his lover, and his former lover’s mother, that caused those people and that would cause a reasonable person under the same circumstances to suffer serious emotional distress or to fear bodily injury or death to themselves or to a member of their family or household.

A Kenosha County Sheriff’s Department detective was investigating a complaint made by Bryan, who said that he broke up with his boyfriend when his boyfriend was sent to prison for OWI (4th). Bryan’s best friend, Paul Augustine, began to contact Bryan, pretending to be Bryan’s ex boyfriend and his ex-boyfriend’s mother. He was spoofing Bryan. Spoofing is when you use an app or a device that makes the person you are calling think it is someone else they know. Bryan’s new boyfriend “Spencer” started to receive many spoofed messages as well. Spencer’s mother then received similar messages. Bryan kept a spreadsheet of the contacts and said he was contacted by random phone numbers over 200 times.

The ongoing harassment has included not only phone calls and text messages but also phone calls, often utilizing a voice changer, to services such as tow companies, plumbers, and electricians directing these unwanted services to Bryan and Spencer’s residences and calls to Spencer’s place of work falsely accusing him of sending inappropriate photos to minors, and swatting type calls.

Augustine gave a signed, written statement to the Sheriff’s Department claiming that about two months after Bryan’s ex boyfriend was released from jail, he sent Augustine a message on “Grindr” (a dating app) accusing Bryan of cheating on his ex with Augustine. Augustine also claimed that Bryan’s ex made accusations that Augustine was the reason Bryan’s ex and Bryan’s relationship ended.

A Kenosha County Sheriff’s Detective served a search warrant for a popular “spoofing” app and learned that Augustine was lying to investigators and he was the one contacting the trio. The Detective stated that on September 6, 2023, Bryan received two text messages from a random number. These messages began “You will have hell to pay & all I can[‘t] wait for is the shit storm that is about to wreak havoc on your life…on all three of you. From the times you made me believe we had a chance even after I should have known you were a liar”. The second message begins “How hard was it to call me an Uber that night almost like you’re glad that it went the way it did”.

Augustine’s behavior escalated to swatting Bryan and his boyfriend. Swatting is defined as “the action or practice of making a prank call to emergency services in an attempt to bring about the dispatch of a large number of armed police officers to a particular address.” Augustine called the police to advise that there was an interaction with a knife involved at Bryan’s home. This elicited an emergency response from the Sheriff’s Department. The dispatcher noted that it sounded like the called was using a voice changer.

Augustine was interrogated by a Kenosha County Sheriff’s Department’s detective where he changed his story several times and finally admitted he had spoofing apps on his phone, but that he didn’t download them and his phone must have been hacked. Augustine was arrested and charged with three counts of stalking and one count of obstructing an officer for giving false statements to police.

Augustine was arrested on January 23, 2024 and charged on January 25, 2024. He was given a $5,000 cash bail after court on the 25th, which he paid promptly and was released.

It wouldn’t take long for Augustine’s behavior to continue and turn potentially deadly. Augustine continued to call, text and otherwise communicate with Bryan and Spencer. Augustine then tried to buy a gun, but failed the background check. He then started to research where the Sheriff’s Detective lived. He wanted to blow up the Detective or hire someone kill the Detective.

Augustine was charged with a new felony file on August 7, 2024 and re-arrested on August 8, 2024. He was then slapped with a $500,000 bail. Bryan and Spencer have since filed restraining orders and have court on those later this month.
