Kenosha Mayor, City Council, Allow AFL-CIO To Hold Annual Labor Fest At No Cost For City Resources

Tomorrow Monday September 2, 2024, Labor Fest will take place after a one-year hiatus. This year, however, for the first time in many years, it will be held at a City Park – Penoyer Park. Nothing unusual there. What is unusual, is that the City of Kenosha payers will foot a big chunk of the bill.

The group, AFL-CIO is a democrat political action committee and many people believe that the City footing much of the bill is a conflict of interest at best, and illegal at worst. That’s because the AFL-CIO donates money and endorsed many of the candidates that supported the measure at the meeting.

Under the resolution that passed 9-6, the City will be providing, for free, the following:

● 40 Picnic Tables
● 40 Benches
● Fencing (Snow and/or Portable)
● 20 Garbage Carts
● 15 Recycling Carts
● The Pennoyer Park BandShell
● City Employee Labor To Move These Items

The cost to other nonprofits that have used the same park and same equipment? $1,125, says Alderman Eric Hauggard. The sponsor of the Resolution, Council President Jan Michalski, says that the AFL-CIO shouldn’t have to pay because Labor Fest is “beneficial to the city as a whole and this is a basically a national holiday.”

Aldermen LaMacchia and Hauggard seemed to spearhead the opposition, with LaMacchia saying, “If we do it for one, we got to do it for everybody. And you guys have no idea what can of worms are opening up. I was a union rep for 25 years so I have no problem with unions at all. The problem is we’re supposed to be fiscally smart with the city. We’re going to give a giveaway $1,100 I know it’s not a lot of money but you’re doing it for one – $1,100 $1,100 $1,100, $2,500 it adds up. Come on people!”

During the meeting, Aldermen Seil, Kennedy, and Pizzala all asked to be added to the resolution as co-sponsors. Alderman Holly Kangas spoke out against the City’s funding of the fee-waiver, but then voted in favor of it.

Curt Wilson, who is closely associated with Labor abstained, but was 100% in support of the subsidy. 16th District Alderman Dominick Ruffolo was excused, but said he would have voted for the waiver of the fees, saying that “next time, it should not be a city-sponsored event and they should pay the fee,” Ruffolo told KCE.

Rick Gallo, the president of the AFL-CIO was present at the meeting. Alderman McKay asked Gallo many pointed questions that Gallo ignored and skirted. For example, Gallo was asked how much money the event raised. “What we do is we take whatever profit we make from beer sales and put that into a separate fund that we use to to do certain political education endeavors on behalf of the council.” Beer sales, say one former Alderman, is the lion’s share of the fundraising at the event. “Mr. Gallo I think your actions are commendable. Your group is worthwhile. But I also would argue that there’s plenty of other organizations out there that benefit the community that aren’t taking any for themselves but are yet still being charged that fee so I believe that’s a bad precedent to set,” said Alderman Kelly McKay.

The hurdle for the Aldermen’s deliberations seemed to be the fact that the former and current mayor already promised Gallo that the City would be fully funding the event. Gallo said as much, voluntarily. Labor Day is a National federal holiday recognized across the country. 

“Laborfest has been a city sponsored event for as long as I can remember,” Bogdala (R) told KCE. “It not only celebrates the contributions of labor, but also celebrates our employees. Today I have the honor of recognizing one of those employees as one of Labor Persons of the Year, Kelly Fonk one of our outstanding firefighters.”

  10. This is wrong on so many levels.

    Not who the event is for but the fact that at anytime the city council can just decide to spend, or not charge money for whomever they want.

    We put them in office to make decisions and be stewards of our money. Not to give it away because they can connect it to a holiday.

    $1,125. ? That’s a mortgage payment for some !
    They nickel and dime and dollar you for copies of documents you may need here and there to try to offset the cost of ink and paper. Why not give that away ?

    By the way. Are those numbers even accurate ?
    Isn’t any labor cost on a weekend not to mention a holiday Monday overtime ? Maybe even double or triple ?

    The rules for items like this are set in stone and should not be circumvented at will. They should not be allowed to change the rules !!!
    If the council has time to talk and vote on frivolous things like this then maybe they don’t have enough other things to do. And if that’s the case then why do we pay them so much ?

  12. I have no issues with Labor Fest per se but I do if it supports a political objective that separates it from being a purely civic function. Mr. Gallo’s comments establishes that it isn’t a purely civic function.
