PLEASANT PRAIRIE, Wis. — A 34-year-old woman accused of fatally striking a scooter rider with her vehicle and fleeing the scene appeared in Kenosha County court Friday, where her cash bail was set at $150,000. Her younger sister, who prosecutors say helped cover up the crime, is also facing a felony charge and is being held on $20,000 cash bail.

Briona A. Bishop is charged with Hit and Run Resulting in Death, a Class D felony that carries a maximum penalty of 25 years in prison. Her sister, Alexis J. Dodson, 26, is charged with Harboring or Aiding a Felon. Both women reside in Pleasant Prairie.

Kenosha County District Attorney Xavier Solis appeared in court and argued that Bishop poses a significant risk to public safety and is likely to flee if released. Prosecutors say Bishop struck 26-year-old Tobi Moeri while Moeri was riding a scooter on Old Green Bay Road on the night of April 27 and left her to die without calling for help.

Moeri was discovered by a passing motorist lying in the road, unconscious and gasping for air. Emergency responders transported her to Froedtert Pleasant Prairie Hospital, and she was later airlifted to Froedtert Milwaukee, where she was declared brain-dead the following afternoon.

According to the criminal complaints, police pieced together surveillance footage, audio recordings, license plate data, and vehicle damage analysis to identify Bishop as the driver and Dodson as the person who helped her hide the car. Investigators say a black Cadillac registered in Illinois struck Moeri shortly after 10 p.m. and fled the scene at high speed.

The Cadillac, reportedly driven by Bishop, was later tracked to Dodson’s apartment complex, where surveillance footage showed the damaged vehicle pulling into a lot near Dodson’s unit. Audio from nearby security systems allegedly captured Dodson on the phone exclaiming, “Oh my God, Briona… come to my house,” and advising her sister against bringing the car there.

Prosecutors say the women eventually moved the vehicle to a detached garage at their mother’s home in Zion, Illinois. Their mother later called police in distress, reporting that a damaged car she didn’t recognize had been locked in her garage. Investigators found the Cadillac inside with damage consistent with the crash scene.

Neither Bishop nor Dodson gave full statements to police, though Dodson reportedly denied knowing anything about the crash. Surveillance and social media evidence suggest the two are sisters and were in close communication the night of the incident.

During Friday’s bond hearing, Moeri’s family was present in the courtroom. One of Moeri’s sisters delivered a powerful statement asking the court to impose a high bond.

“Tobi is my sister. We feel that you should know that Tobi was a kind and gentle person. Tobi would never have ever hurt anyone. Tobi was an artist and had a profound love of animals,” she said.

“Ms. Bishop hit Tobi that night and left her there to die in the middle of the road. With no regard for Tobi’s life, Ms. Bishop left the scene and tried to hide her crime with her sister. Tobi is no longer able to pursue all of her passions or be part of our family.”

“We believe Ms. Bishop will continue to be a flight risk, so we’re asking for a high bond. We appreciate your consideration for Tobi, because Ms. Bishop did not have any consideration for Tobi that night.”

Court Commissioner William Michel II agreed with the prosecution and family, setting Bishop’s bond at $150,000 cash and Dodson’s at $20,000.

Both women are scheduled to return to court for preliminary hearings on May 8.

  1. This is horrible. I hope the Victims family gets some peace. And the woman that did it, I’m sure that she was afraid. Accidents happen people, but it’s how you respond. If only she stayed at the scene and called 9-1-1, she might still be out and the victim might still be alive. Some people let those temporary feelings of being afraid dictate their reaction. Prayers to everyone involved.

  2. So here’s the deal, and don’t freak. If you are drunk or stoned and hit someone, the best option imo is to leave the scene, and if the cops track you down, don’t talk, lawyer up, and say prove it. True story, years back in Mennomee Falls, story from 620 Jeff Wagner, a wealthy dude hit and killed someone after, “leaving the country club” on Appleton Ave. drove home, parked his car in the garage, cops tracked him down, but………. he had lawyered up and told his family not to say anything. In the end, the cops could not prove he was driving the car and not someone else. No Charges, For the record, I don’t drink, but I am sure my haters will attack me on this. but at least i signed my name

    1. Morals and doing the right thing don’t seem to be mentioned in your ramblings. Getting out of trouble legally doesnt make you a decent person. Leaving the scene makes you a scumbag.

    2. This says a lot about you, none of which we didn’t know already.

  3. We left Kenosha 25 years ago to pursue business ventures….and returned to the area two years ago to spend May – September here. We wisely chose to live in a nice area out in the County as our visits back to Kenosha through the years always shocked us in terms of the direction of the environment here.

Yes….parts of the Lakefront and Downtown have undergone a very impressive turnaround, and you can still get amazing pizza here.

However, the truth needs to be told. Growing up, there always were a couple of rougher areas of town that pretty much never expanded from generally understood boundaries. That is no longer the case. Crime, and the lack of feeling safe, is now a constant concern in most of the city. When a good friend who lived in the vicinity of 30th and 80th told me that he moved Up North because he was hearing gunfire almost every night, it was quite a startling reality check. What used to be a very Middle Class and safe community with a “ghetto” of maybe 5-10% of the city is now being overrun. My “back of the napkin” estimate is that at least 33% of Kenosha is now a ghetto and expanding rapidly.

I am sorry if you choose to be offended, but this demographic shift has brought expanding crime, neighborhoods that look like Cabrini Green, and a horribly changed culture. Instead of being an escape from Milwaukee or Chicago, we are now a dumping ground for people with a feral mindset and no capacity to choose right over wrong.

I am sick and saddened to see what Kenosha is becoming. The roads are unbelievably awful, the KUSD is failing and choosing to loot the taxpayers of Kenosha rather than improve student results, the Judges in town have no interest in punishing crime, and formerly good neighborhoods are turning into trash. All the major retailers and hospitals are no longer fleeing to Highway 31, they are heading much further west.

How can this be turned around? I have no idea. Show me a place in America where a demographic death spiral like Kenosha is in has been reversed, and I am all ears.

I have always been proud to be from Kenosha. It was a wonderful place to grow up. However, I would never even consider raising children here now.

My observation is that, in 10 years, the vast majority of Kenosha will be uninhabitable for normal people looking for a safe and optimistic place to raise their children, or seniors looking to live out their years.

My advice? If you own a home that is East of Highway 31, South of 18th Street, and North of 85th Street, I’d be making plans to sell and move before it is too late to get fair value for your property. (And those boundaries are an optimistic estimate on my part.)

Don’t shoot the messenger. In your hearts, you all know I am right.

    1. So you don’t live here but have alot to say. This incident has nothing yo do with bad neighbor hoods. It happened and this person left Tobi to die! She should get life!

      14
      4
      1. Sorry if you choose to be offended, Nuna. I live 6 months a year in Kenosha County now, and I have several family members still in the city. I love Kenosha, but, I refuse to be silent about about what you and I both now is the obvious direction of the city

These two are Exhibit A of what Kenosha has become…..and there are plenty more heading heading this way to overwhelm our schools, hospitals, criminal justice system, and neighborhoods.

        12
        12
          1. Of course, this happens elsewhere. But this is my childhood home….KENOSHA!!!….and, I am heartbroken to see it.

Mass illegal migration has accelerated the cultural decline as well as certain demographics in this country choosing to embrace the feral, ghetto mindset.

The places I have lived in the last 25 years have their own challenges, but what is happening to Kenosha is occurring in a manner that appears irreversible.

            11
            13
            1. You do not describe the kenosha I live. Kennedy park are is just one neighborhood that keeps getting better and better. And the housing values have skyrocketed. Get rid of certain absentee landlords who accept section 8 and things eve. Get better.

              10
              1. Everyone’s housing values have increased in the last few years as a result of Biden’s inflationary and insane fiscal policies.

That part of your argument is of no value.

I do agree that Section 8 housing is a scourge on any community. Hopefully, the current administration puts an end to that program..

                3
                4
        1. And again. The state of Kenosha had nothing to do with this incident. She ran over Todi and killed him! And then tried to hide it! She should get life !!

    2. I have lived and owned two properties in the area you claim should be vacated by law abiding, normal citizens.

Not one time in my 7 years living in either home did I hear gunfire.

      Simply put, you’re wrong.

      17
      5
      1. Totally agree. Vast areas of kenosha are wonderful to live in. Would love to give that depressed and scared person a tour.

        11
        1
        1. Trust me. I know Kenosha very well….no need for a tour.

I also know that Kenosha currently has many areas that continue to be “good neighborhoods.”

The point I have made is the direction of the city and what many of those neighborhoods will look like in 2035.

Ignore my concerns at your own peril.

          3
          6
    3. I stopped reading your dumbass post when you said your friend said there is gunfire on 30th and 80th every night.

Please go back to where you came from and don’t come back.

      21
      4
      1. I actually have come back to where I am from.

I am appalled at the direction the city has taken demographically over the last 25 years…and where it is headed going forward.

I am sorry if you take that personally.

        1
        5
    4. Kenosha became a cautionary tale of what happens when weak leadership caves to mob pressure and ideological appeasement. The city fathers, instead of defending their constituents and enforcing law and order, effectively endorsed chaos by standing down during the riots. In doing so, they sent a dangerous message: that criminal destruction could be tolerated if it aligned with the right narrative. This failure wasn’t just about public safety—it was about moral and civic collapse. When elected officials excuse lawlessness for political convenience, they don’t just undermine justice—they erode the very foundation of democratic governance. Kenosha didn’t fall because of a riot; it fell because those in power refused to lead.

      17
      4
    5. Love kenosha. Here 38 years and never had a crime committed against us or property. Cn walk the dog at 230 a.m. with absolutely no fear. Reminds me of what happens when someone is assaulted on the bike trail. It happens once a decade and all of a sudden the trail is the most dangerous spot on earth. Live underwater in a sub no crime.

      15
      1
  4. I am sorry that you choose to be offended, “Actual Kenosha Resident”. You are delusional if you think my description of Kenosha’s direction is anything short of “spot on.”

Show me a single area of the city that is seeing desirable businesses or development coming in, and I will show you 20 going the opposite direction.

Hospitals, major retailers, chain restaurants, and job producers….people who know what they are doing and are betting real money on a safe and growing demographic….are fleeing.

Feel free to blast me. I understand that the truth is painful.

    3
    18
    1. I never said I was offended. I’m not. I just pointed out that you’re wrong. Because you are.

      12
      3
    2. Again….. this post has nothing to do with a 26 year old life being lost, by a human that tried to then hide it!

    3. Ask liz uline about kenosha and the 9 buildings she has here. And more are coming. Ask the oakfire pizza owner why he added a Mexican restaurant if kenosha is so rotten. Ask eli lilly why they chose kenosha to build a 3 billion plant. Or how about haribo or Schuetz container. Or are the developers who are investing 450 million in the downtown dumb and are just throwing money away. But I am sure you are smarter than all of them.

      6
      1
      1. Plot those locations on a map, and then compare them to my original comments. You will see that, while they could never say it publicly, those folks 100% agree with me.

One extra observation….Have you walked into that relatively new Wal Mart out on Washington Road and Highway 31 and done a little people watching? It is an absolute Freak Show. The same is true if you take a drive down any main arterial road running through the heart of town and observe those walking on the sidewalks. It is embarassing.

The community I live in the other 6 months of the year has almost the same exact population as Kenosha. We have 3 Wal Mart locations….the oldest of which was remodeled recently….not closed and turned into a Storage facility.

I would wager my life savings that Wal Mart will never place another location in the “East of Highway 31, South of 18th Street, or North of 85th Street” boundaries I have outlined. You and I both could describe places in Kenosha that could really use a Wal Mart and where land is available. It will never happen.

I don’t like the reality any more than you do, but denying what is obvious is a bad look for you and the others on here getting their panties in a wad over my comments.

  5. There is no truth to that! Not spot on at all. You are a wackadoodle! Glad you live in your bubble somwhere else but it will happen in a neighborhood near you soon enough. You are the
one that is delusional and frankly I am glad that you left kenosha!

    11
    1
    1. Ha !!!

I seriously doubt that what is happening in Kenosha will reach my little part of Kenosha County anytime in my lifetime…but, bless your heart for wishing ill will on me and my family.

      3
      11
        1. There are pockets of all types of income level in western Kenosha County. However, my concerns about the city of Kenosha have nothing to do with what “class” you may think I may be labeled as.

I would wager that I care more about Kenosha than you ever have or will.

          2
          8
            1. I pay an absurd amount in property taxes for only living here six months. I have no kids in school, no kids at Gateway, no water or sewer service, and the roads are utter garbage. My usage of public services is as close to zero as it gets. I am basically donating well over $10,000 per year to Kenosha government entities which helps keep your taxes down, Dan.

              You should be thanking me.

              1
              2
      1. Kenosha isn’t a failing city, as ‘So Sad’ has suggested.
Sure, there has been an increase in violent crime but, from what I can see it’s largely perpetrated by riff-raff spilling-over from Lake County IL.
This tragic story is a prime example.
Both women charged have their roots in Lake County IL.
I’ve noticed that the area around Old Greenbay Rd and 93rd has really deteriorated since the high-density rental units were built. They’re not drawing a good class of residents.
And beware citizens of Pleasant Prairie…another (and much larger) Rentals development on the north side of Hwy-165 is in the planning stage right now. Bear Realty (again), those masters of partnering with government money in their effort to increase the Diversity.
Take the time to learn about the deterioration Racine has undergone if you want an example of how to strangle a formerly great city.

Kenosha’s prescient leaders had the good sense to extend the city’s boundaries and infrastructure (water and sewer) out to the I-94 areas.
        Very smart.

        Kenosha will be fine.

        1. Kevin….I agree with 100% of your commentary with exception of the first and last sentence.

Yes, the city has invested in a slice of the downtown and some of the lakefront. Yes, they have expanded west to the Highway to attract jobs through businesses that see I -94 and our proximity to Milwaukee/ Chicago as an opportunity to be successful. Notice, however, that not a single large employer has even sniffed the large swaths of land in the town center from the Chrysler closing as a location to expand. They know better.

There is an ominous demographic cancer growing quickly in Kenosha. You correctly pointed out that both unscrupulous members of the local government and some private developers are enabling this cancer to grow by lining their pockets with funds for the type of housing that attracts that cancer. This is akin to trying ward off ants around your property by pouring honey around your home foundation once a day.

This cancer will consume our town….as you accurately pointed to Racine as an example of a more advanced form of this cancer….and continue to move West, North, and South. The large corporations out on 94 do not care about Kenosha or you. They can put up huge fences, elaborate security systems, and hire private security teams. Can you? Or are you going to rely on law enforcement response time when the wolves arrive at your door or neighborhood?

          1
          2
          1. Jeez “so sad” you are just beating this to a pulp. You are coo coo for cocoa puffs. Is this post just an “outlet” for you. Nobody wants to read your lengthy rants that you are WAY wrong about.

            2
            2
            1. You are reading them. You love it.

I know that you are just trolling me, Anonymous. Nobody is retarded enough to actually have the opinions that you have shared.

Keep up the good troll effort !!

    2. I would invite anyone to check out visitor comments from people who rent air b and bs across kenosha. They love the downtown the parks and the walking paths. They come from all over the country and have no reason to praise kenosha. But they do and quite emphatically. They love our city and all vow to return.

      1. I started my commentary by praising the revitalization of the downtown and portions of the lakefront. How many of those “visitors to Kenosha” you speak of would dare to get out of their cars and take a walk through any of the neighborhoods surrounding the downtown past dusk on any given evening?

        Be honest.

        1
        3
        1. Ask the folks who love the downtown nightlife. It used to be a ghost town. If you are brave drive down there but of course keep your Mercedes doors locked and grip both hands on the steering wheel. Then tell everyone you made it out of kenosha alive. Because there was one recorded homicide in kenosha last year and somehow it was not you

          1. You know, I have seen some of Kevin’s videos of altercations at downtown Kenosha bars. I’m not sure that I see much value in being among that crowd. I can assure you though, were some circumstance cause me to wander down there, I would be appropriately armed with my conceal carry to properly protect my friends and family should the need arise.

No need to worry about me, young lady.

  6. Tobi Moeri was a trans man, please use his correct pronouns. He deserves the respect. I’ll miss you Tobi.

    14
    1
      1. You don’t know anything about him, he’s been a man for over 13 years. It’s willfully ignorant and inappropriate to suggest otherwise, at least let him rest in peace and dignity.

        10
          1. You are 100% correct, Dan.

Just because a mentally ill person wants to pretend to be the opposite gender does not mean the rest of us have to play along. Dave Chapelle has a hilarious monologue where he equates it to the first time he met Jim Carrey. Carrey was filming the movie “Man on the Moon” about Andy Kauffman, and Carrey was staying in character 100% of the time. Chapelle was forced to refer to Carrey as “Andy” and had to act like he was talking to Andy Kauffman….not Jim Carrey even though he knows it was Jim Carrey. He said that experience reminds him of interactions with “Trans” people nowadays.

            1
            9
            1. You cannot claim to have sympathies for someone who has passed so tragically yet disregard their wishes so blatantly. I refuse to continue playing into this debate of yours – accept the reality for what it was, that he was a man with family, friends, and community that mourn and remember him, or simply move forward with your opinion and leave him in peace. Either way, he’s already gone, and I know he would at least appreciate those who knew him the closest remembering him how he really was. Rest in peace, Tobi.

              1. I do mourn her death….and blame the presence in our community of feral beings who have zero ability to choose right over wrong.

To enable someone with a mental illness by going along with their delusion of changing genders is a cruel act. Watching people….and I have known a couple….mutilate their visible bodies and poison their insides with the chemicals they injest is an incredibly awful thing to witness. The life and energy drains from their eyes, and from my experience in the work environment, they become a constant liability and stress on the culture of business.

The suicide rates of these folks….all God’s children….are demonstrably off the charts. Those that don’t take their own lives are absolutely putting themselves in an early grave with these inappropriate medications being fed them by modern day Witch Doctors and Big Pharma cheering on the abuse of their products.

Shame on our culture and any individual who supports this madness.

                1
                8
            2. I see MAGA followers as mentally ill. They believe nonsense and worship an orange fat man. Yet they think they should be respected.

  7. Kenosha is like Cabrini Green. I laughed at that comment. She is the woman who call the police June 30th thru July 8th reporting gun shots. Peeking out her window.

    4
    4
  8. The real question is why after she hit the scooter, she didn’t stop and call 911? That’s basic human compassion, even if drunk or stoned. If she did Maybe just maybe, they’d still be alive. Harsh punishment is the only medicine to reverse this misjudgment.
Prayers and heartfelt sympathy go out to the family.

  9. Well You Just Made It About Race. It’s As If Your Hoping Someone Makes It About Race. It’s About A Deceased Woman Who Was Riding A Scooter n The Driver Left Her In The Road To Die. Shame On You

    1
    1
  10. The comments reflect a definite drop in community standards in my lifetime. It’s a Jerry Springfield episode on every article published in KCE. I’m a retired blue collar guy here in Kenosha. I read the article and determined that these two women are idiots. The driver didn’t mean to kill that pedestrian but now stupidity is in the mix. In my opinion you don’t even have to pull the race card. WE’RE TALKING ABOUT WOMEN DRIVERS HERE!

    2
    4
  11. In the late 80s all the white guilt liberals increased welfare and housing to the point that Kenosha slum lords started advertising in Cabrini Green exactly how much more welfare and housing could be had in Kenosha, INCLUDING the train schedule, where to get on, and where to go to the slum lords leasing office upon exiting the train. To quote the great two-time President Donald Trump: They (Chicago) are not sending their best!
White Guilt high welfare has turned Minneapolis into a s-hole too.
    F Steve Mills
F apartments that are 1/2 section 8 and built with your state tax dollars
F Kenosha democrats who continue to go along with this bs
Without Section 8 housing vouchers 90% of the trouble making drains of society would “self deport” from Kenosha because they could not afford it, be they white, black or brown. I can’t move to Lake Forest and get a voucher because I can’t afford to rent a house there and I have had enough of the welfare class moving ever closer to my overtaxed home thanks to Mills and the dummycrats If these truths offend you, then F you too.

    1
    4
  12. May He rest in peace.
His own immediate “family” didn’t even use his correct pronouns, the whole time. Truth.
Even in court to this very day. Now ain’t that some ish?
He would have lived longer if he were accepted by the people raising him. I really believe that.
