$150K Bail Set for Woman Charged in Fatal Hit-and-Run; Sister Accused of Cover-Up

PLEASANT PRAIRIE, Wis. — A 34-year-old woman accused of fatally striking a scooter rider with her vehicle and fleeing the scene appeared in Kenosha County court Friday, where her cash bail was set at $150,000. Her younger sister, who prosecutors say helped cover up the crime, is also facing a felony charge and is being held on $20,000 cash bail.

Briona A. Bishop is charged with Hit and Run Resulting in Death, a Class D felony that carries a maximum penalty of 25 years in prison. Her sister, Alexis J. Dodson, 26, is charged with Harboring or Aiding a Felon. Both women reside in Pleasant Prairie.

Kenosha County District Attorney Xavier Solis appeared in court and argued that Bishop poses a significant risk to public safety and is likely to flee if released. Prosecutors say Bishop struck 26-year-old Tobi Moeri while Moeri was riding a scooter on Old Green Bay Road on the night of April 27 and left her to die without calling for help.

Moeri was discovered by a passing motorist lying in the road, unconscious and gasping for air. Emergency responders transported her to Froedtert Pleasant Prairie Hospital, and she was later airlifted to Froedtert Milwaukee, where she was declared brain-dead the following afternoon.

According to the criminal complaints, police pieced together surveillance footage, audio recordings, license plate data, and vehicle damage analysis to identify Bishop as the driver and Dodson as the person who helped her hide the car. Investigators say a black Cadillac registered in Illinois struck Moeri shortly after 10 p.m. and fled the scene at high speed.

The Cadillac, reportedly driven by Bishop, was later tracked to Dodson’s apartment complex, where surveillance footage showed the damaged vehicle pulling into a lot near Dodson’s unit. Audio from nearby security systems allegedly captured Dodson on the phone exclaiming, “Oh my God, Briona… come to my house,” and advising her sister against bringing the car there.

Prosecutors say the women eventually moved the vehicle to a detached garage at their mother’s home in Zion, Illinois. Their mother later called police in distress, reporting that a damaged car she didn’t recognize had been locked in her garage. Investigators found the Cadillac inside with damage consistent with the crash scene.

Neither Bishop nor Dodson gave full statements to police, though Dodson reportedly denied knowing anything about the crash. Surveillance and social media evidence suggest the two are sisters and were in close communication the night of the incident.

During Friday’s bond hearing, Moeri’s family was present in the courtroom. One of Moeri’s sisters delivered a powerful statement asking the court to impose a high bond.

“Tobi is my sister. We feel that you should know that Tobi was a kind and gentle person. Tobi would never have ever hurt anyone. Tobi was an artist and had a profound love of animals,” she said.

“Ms. Bishop hit Tobi that night and left her there to die in the middle of the road. With no regard for Tobi’s life, Ms. Bishop left the scene and tried to hide her crime with her sister. Tobi is no longer able to pursue all of her passions or be part of our family.”

“We believe Ms. Bishop will continue to be a flight risk, so we’re asking for a high bond. We appreciate your consideration for Tobi, because Ms. Bishop did not have any consideration for Tobi that night.”

Court Commissioner William Michel II agreed with the prosecution and family, setting Bishop’s bond at $150,000 cash and Dodson’s at $20,000.

Both women are scheduled to return to court for preliminary hearings on May 8.

  1. This is horrible. I hope the Victims family gets some peace. And the woman that did it, I’m sure that she was afraid. Accidents happen people, but it’s how you respond. If only she stayed at the scene and called 9-1-1, she might still be out and the victim might still be alive. Some people let those temporary feelings of being afraid dictate their reaction. If you are drunk or stoned and hit someone, the best option imo is to leave the scene, and if the cops track you down, don’t talk, lawyer up, and say prove it. True story, years back in Mennomee Falls, story from 620 Jeff Wagner, a wealthy dude hit and killed someone after, “leaving the country club” on Appleton Ave. drove home, parked his car in the garage, cops tracked him down, but………. he had lawyered up and told his family not to say anything. In the end, the cops could not prove he was driving the car and not someone else.   3. We left Kenosha 25 years ago to pursue business ventures….and returned to the area two years ago to spend May – September here. We wisely chose to live in a nice area out in the County as our visits back to Kenosha through the years always shocked us in terms of the direction of the environment here.

    Yes….parts of the Lakefront and Downtown have undergone a very impressive turnaround, and you can still get amazing pizza here.

    However, the truth needs to be told. Growing up, there always were a couple of rougher areas of town that pretty much never expanded from generally understood boundaries. That is no longer the case. Crime, and the lack of feeling safe, is now a constant concern in most of the city. When a good friend who lived in the vicinity of 30th and 80th told me that he moved Up North because he was hearing gunfire almost every night, it was quite a startling reality check. What used to be a very Middle Class and safe community with a “ghetto” of maybe 5-10% of the city is now being overrun. My “back of the napkin” estimate is that at least 33% of Kenosha is now a ghetto and expanding rapidly.

    I am sorry if you choose to be offended, but this demographic shift has brought expanding crime, neighborhoods that look like Cabrini Green, and a horribly changed culture. Instead of being an escape from Milwaukee or Chicago, we are now a dumping ground for people with a feral mindset and no capacity to choose right over wrong.

    I am sick and saddened to see what Kenosha is becoming. The roads are unbelievably awful, the KUSD is failing and choosing to loot the taxpayers of Kenosha rather than improve student results, the Judges in town have no interest in punishing crime, and formerly good neighborhoods are turning into trash. All the major retailers and hospitals are no longer fleeing to Highway 31, they are heading much further west.

    How can this be turned around? I have no idea. Show me a place in America where a demographic death spiral like Kenosha is in has been reversed, and I am all ears.

    I have always been proud to be from Kenosha. It was a wonderful place to grow up. However, I would never even consider raising children here now.

    My observation is that, in 10 years, the vast majority of Kenosha will be uninhabitable for normal people looking for a safe and optimistic place to raise their children, or seniors looking to live out their years.

    My advice? If you own a home that is East of Highway 31, South of 18th Street, and North of 85th Street, I’d be making plans to sell and move before it is too late to get fair value for your property. (And those boundaries are an optimistic estimate on my part.)

    Don’t shoot the messenger. In your hearts, you all know I am right.
