
KENOSHA, Wis. – A felony arrest warrant has been issued for a Kenosha man accused of illegally casting a ballot in the 2020 presidential election while still on felony probation.
Court Commissioner William Michel II signed the $500 warrant Monday for 33-year-old Michael A. Regina. Prosecutors allege he knowingly voted in the November 3, 2020 general election despite being ineligible under Wisconsin law due to an active felony supervision status.
According to the criminal complaint, the Wisconsin Elections Commission referred the case to the Kenosha County District Attorney’s Office in 2022. Investigators say Regina was on felony supervision stemming from a 2017 conviction and had not had his civil rights restored.
The DA’s office confirmed Regina had signed a “Voter Ineligibility Notice and Acknowledgement” form in 2017, indicating he was aware he could not legally vote while on supervision.
Regina reportedly cast his ballot in person at the Kenosha Unified School District Educational Support Center in Ward 28. His mother, Amy Regina, initially told investigators that the family went together to vote and that her son participated. She later walked back her statement, saying she wasn’t sure if he actually voted. Despite agreeing to meet with investigators, she never followed up.
The signature line in the voter rollbook for Ward 28 includes a signature under Regina’s name, listed as voter #110, and a subsequent one under his mother’s name, listed as #112. State records and statements from his probation agent confirmed Regina was not legally permitted to vote on that date.

This is among the first in a growing list of voter fraud cases brought by District Attorney Xavier Solis, who campaigned on restoring trust in the election process and pledged to prosecute verified cases of fraud. Solis, elected in 2024, has made voter accountability an important part of his administration.
If convicted, Regina faces up to 3 years and 6 months in prison and a fine of up to $10,000. An initial court date will be set once he is taken into custody.

Exactly, I don’t know or care who he voted for, I just don’t want anyone voting who isn’t qualified to vote. No matter who he voted for we can be sure another illegal vote canceled it. It all needs to stop.

Good point. What happens here is that there’s a records match and then the DA’s office gets a notice if it appears an ineligible voter voted. Most of the time it turns out that the records were not updated when the voter was discharged and the voter actually was eligible but obviously this is one of the times when the match was accurate.
They can vote again once they fully finish their sentence, including any term of supervision. Problem with this guy was that he was still on supervision (probation) at the time he tried to vote.
