KENOSHA, Wis. — A 41-year-old Kenosha woman, Heather N. Blachowicz, was charged Monday with two counts of felony bail jumping and one misdemeanor count of mistreating animals after police say she left her pit bull, “Red,” locked in a crate outside the Park Ridge Motel with no food or water.
