KENOSHA, Wis. — A homeless man with a long criminal history appeared in court Tuesday on two new cases stemming from separate incidents inside the Kenosha County Detention Center, telling Commissioner William Michel II that he wished to plead guilty to both cases and represent himself.

The court, however, informed Dale H. Lassiter, 29, that it could not accept his pleas at this time and would address them at a later hearing.
Lassiter faces two new cases filed the same day: 2025CM917 and 2025CF971. In the misdemeanor case, he is charged with fourth-degree sexual assault and violating jail rules after a female correctional officer reported that Lassiter grabbed her buttocks while she was distributing toiletries on July 7. According to the complaint, the officer immediately confronted Lassiter and removed him from the unit.
In the felony file, Lassiter is charged with battery by a prisoner and another institutional rules violation following a March 18 incident where he attacked fellow inmate Brandon L. Wilson. Surveillance footage shows Lassiter repeatedly punching Wilson, who ultimately restrained Lassiter before jail staff intervened and placed both inmates in segregation.
Lassiter has an extensive record of sex-related and violent offenses. In 2024CM695, he was convicted of fourth-degree sexual assault after groping a female jogger on a Silver Lake trail. He was sentenced to two years of probation, which was later revoked, resulting in a 90-day jail term.
In a separate case, 2024CM704, Lassiter was convicted of lewd and lascivious behavior for exposing himself and making sexual comments to a woman at Silver Lake Park. Judge Gerad Dougvillo sentenced him to 240 days in jail for that offense.
He also has an open misdemeanor case, 2025CM117, in which he is accused of groping a jail nurse during a medical screening in January.

Lassiter has prior felony convictions for burglary and possession with intent to deliver drugs. He attempted to hide from a Kenosha County Eye camera in court Tuesday but had no such luck with the jail’s mugshot camera.
Commissioner Michel ordered $5,000 cash bail in each of the two new cases for a total of $10,000. Lassiter remains in custody. Future hearings will determine whether the court will allow him to represent himself and formally enter his guilty pleas.
