PLEASANT PRAIRIE, Wis. — Oscar De Leon, 67, of Kenosha, was charged Thursday with felony fourth-offense operating while intoxicated after Pleasant Prairie Police say he crashed his Ford Focus, ended up trapped underneath the vehicle, and had to be pulled to safety by an officer. The Class H felony carries a maximum sentence of six years in prison and a $10,000 fine if convicted.
