KENOSHA, Wis. — A 25-year-old Kenosha woman accused of biting one police officer, scratching another until he bled and then spitting directly into the officer’s face was released on no-cash bail Thursday by Court Commissioner Daniel E. Kellum, further underscoring Kellum’s soft-on-crime approach to bail — even for defendants accused of physically harming law enforcement officers. Rolexsea N. Curtis is charged with three Class I felonies, one Class H felony and two Class A misdemeanors, carrying a combined maximum exposure of 18 years behind bars. Even more notably, prosecutors allege Curtis committed the new crimes while already out on bail in a pending felony strangulation case.
