It appears that the first three paragraphs sum up the fact that the Sheriff is either incompetent or a a liar. The bottom line, he does not give a damn. Complaints for more than a year and he was unaware? He claims he couldn’t recall discussing this yet claims to place a priority on the well being of the inmates while in his custody. BS!
