Dangerous Illinois Man Out On Low Cash Bail Arrested After High Speed Pursuit Through Kenosha and Lake County

A dangerous career criminal is behind bars today in the Lake County, IL jail. Jesus Catalan, 31, of Lake County, IL has been through the Illinois and Wisconsin criminal justice systems many times before.

Last night, a Kenosha Police Department officer attempted to stop a vehicle driven by Catalan for a traffic violation near 52nd St. and Green Bay Rd., but Catalan shut off the lights and fled.  This same vehicle had been involved in two previous pursuits with the Pleasant Prairie Police Department where he got away.

Spike strips were deployed on the vehicle and the front driver’s side tire was deflated.  This did not deter Catalan as he continued to flee.  Catalan then intentionally rammed a Pleasant Prairie Police Department squad car as he went west on HWY 50.  The pursuit went through Kenosha, Pleasant Prairie and eventually into Lake County, IL.

Catalan continued to flee with the front driver’s side tire completely removed from the rim.  The vehicle eventually slowed and a Kenosha Police Department officer used their vehicle to compel the suspect to stop and give up.

Catalan is believed to be living in Waukegan, IL.  In addition to fleeing and eluding an officer charges are being recommended for 1st Degree Recklessly Endangering Safety, OWI, possession of cocaine, and bail jumping.

Leo Viola Friday morning.

KCE spoke with Deputy Chief Chris Covelli of the Lake County, IL Sheriff’s Office today and told us that as soon as the LCSO learned of the pursuit, Deputies responded and immediately began clearing intersections, so the offender did not strike and injury or kill an innocent bystander.  He said that additional deputies were attempting to deploy spike strips further south on Route 41 and while deploying the stop strips, Wisconsin officers were able to ‘box-in’ the offending vehicle, causing the driver to finally stop. He told us the Catalan refused to identify himself to the Lake County Sheriff’s department, but his identity was confirmed after being fingerprinted. Catalan was charged today in Lake County and will have his initial appearance tomorrow at 9am.

Catalan is no stranger to the criminal justice system – in fact, he is out on cash bails for three Wisconsin felony cases.

In Illinois, Catalan’s arrest and conviction record includes offenses from resisting arrest, obstructing an officer, weapons crimes, possession of stolen property and more. He has been to prison.

In 2012, Kenosha County Mike Graveley’s office gave Catalan a huge break when he was found to be underage and drinking alcohol while in possession of marijuana – tickets only, no criminals charges.

On March 31, 2021, Catalan allegedly fled from police while in possession of drugs, while recklessly endangered the safety of many people on the road at the time. He was charged with three felonies and a misdemeanor, all as repeaters. He was given a $10,000 cash bond which he posted. He later skipped court and a new, $15,000 case bond was ordered. He turned himself in and the bond was lowered back to $10,000. Catalan told his lawyer he was sick and couldn’t attend his June 1, 2023 jury trial.

Soft-on-crime prosecutor and candidate for District Attorney, Carli McNeill, dismissed three of the four charges for Catalan and agreed to not charge Catalan for multiple felony bail-jumpings he committed since the case was charged. He was scheduled to be sentenced this January 25, 2024 at 1:30pm.

On May 28, 2022, while out on bail from the above case, Catalan was again, in possession of drugs and had a firearm on him. As a convicted felon, this charge is a serious felony. He was issued, and paid, a $25,000 cash bail. McNeill was happy to dismiss the felony drug charges and felony bail-jumping charge. He is to be sentenced on this case on the same day and time as the other – January 25, 2024 at 1:30pm.

Just two months ago, on October 22, 2023, Catalan was arrested in Waukesha County for more felony drug charges and two felony counts of bail jumping, unbelievably, he was released from custody on only $2,500 cash.

Since Catalan is facing charges in both Illinois and Wisconsin, it is unknown when he will be charged in Kenosha County. We will update you as we learn more.
