A Portage man is holding on a total of $55,000 cash bail in the Kenosha County Jail after a high speed chase with the Pleasant Prairie Police Department. Bradley R. Semrich, 37, of Portage was charged on September 17, 2024, with Felony First Degree Recklessly Endangering Safety, Felony Fleeing and Eluding an Officer, Felony Battery to A Law Enforcement Officer, Felony Possession With Intent to Deliver Methamphetamine, Felony Bail Jumping, Obstructing an Officer, and Possession of Drug Paraphernalia. He faces more than 37 years in the Wisconsin Prison System if convicted. At the time of his arrest on Monday, Semrich was wanted in Wisconsin and Illinois. In Illinois, he has a $200,000 (10% applies) warrant for Possession of Cocaine, Manufacture and Deliver Cocaine, Possession of Meth and Delivery of Meth. Semrich was also on a signature (no cash) bail from 2021, issued by Kenosha Judge Dougvillo, for Felony Possession With Intent Meth, Repeater, Second and Subsequent, Possession of THC, and Possession of Drug Paraphernalia. He skipped court and was wanted for that, also.

According to the criminal complaint:
On September 16, 2024, at approximately 3:30 p.m., an officer with the Pleasant Prairie Police Department was on patrol in the area of Sheridan Road and 76th Street when he observed a white limousine with an identifiable Illinois registration plate and a visible driver. Officer Quilling noted that the limousine was traveling well-below the posted speed limit, and also discovered that the registration on the limousine expired in October of 2022.
The officer pulled over in the area of 91st Street and Sheridan Road in the Village of Pleasant Prairie, County of Kenosha, State of Wisconsin, and waited for the limousine to pass his location. The officer pulled out behind the limousine and activated his emergency lights to initiate a traffic stop. The officer observed the limousine then accelerated from 25 miles per hour to approximately 66 miles per hour.
The officer pursued the limousine to the intersection at the 9600 block of Sheridan Road southbound, where the officer was able to see traffic was backed up by several cars in the southbound lane with a school bus in the northbound lane. The school bus had its yellow caution lights flashing.
The limousine then attempted to drive on the southbound shoulder of the roadway to pass the stopped vehicles. The limousine lost control of the vehicle and went down into the ditch along the roadway. The officer observed a male, who would later be identified as Bradley Semrich, exit the driver’s door. The defendant began to run away from the scene of the crash, and as the officer began a foot pursuit, he did not see anyone else exit the limousine nor anyone else inside.
Backup then arrived and K9 Chase was also on scene. Semrich was located by police in the woods and resisted arrest and bit a PPPD officer while being placed into custody. K9 Chase returned the favor. When multiple officers began to take the Semrich into custody, he lowered his shoulder and took an officer to the ground. While on the ground, the defendant used his right hand to punch the officer in the face.
Officers located a clear, tied off baggie containing a crystal like substance which police reported resembled methamphetamine. They also located a scale with a crystal like residue thereon. Police would later test the substance which returned a positive result for the presence of methamphetamine and weighed 6.3 grams. Police reported that the amount of methamphetamine recovered was not consistent with personal use and was indicative of distribution.

Semrich was charged the next day and Kenosha County Court Commissioner William Michel II set bail at $25,000 cash. Michel also set bail at $20,000 cash for the Illinois case and continued the $10,000 bail for the other Kenosha case from 2021.

Our police are constantly put in danger of their lives on these reoffenders.
For God’s sake why can’t we lock these perps up.
The DA will probably lower the bond, dismiss half the charges, and let him back out on the street to do it all over again.
