MILWAUKEE, Wis. – A 38-year-old Kenosha man is facing a felony charge in Milwaukee County after allegedly attempting to pay for sex acts with a person he believed to be a 15-year-old girl. Despite the disturbing and explicit nature of the allegations detailed in the criminal complaint, a Milwaukee County judge set his bail at just $5,000 cash.

Paul A. Grasty, of the 7700 block of 39th Avenue in Kenosha, appeared Tuesday morning in Milwaukee County Circuit Court for his initial appearance. He is charged with attempted solicitation of a child for prostitution, a Class D felony under Wisconsin law. If convicted, he faces up to 12.5 years in prison and a $50,000 fine.
According to the complaint, the charge stems from a May 1 undercover operation conducted by the Milwaukee Police Department’s Human Trafficking Task Force. Detectives posted an online advertisement containing a photo of a teenage girl. The ad was designed to attract adults seeking illegal contact with underage girls.
Grasty allegedly responded to the ad and began messaging with a detective posing as a 15-year-old. Prosecutors say he made it immediately clear that he was seeking graphic sexual contact, including unprotected anal intercourse. He allegedly agreed to pay $260 for the encounter. The complaint states Grasty told the undercover officer he would bring baby oil for lubrication and baby wipes. When told explicitly that she was 15 years old, Grasty reportedly responded, “I don’t care.” He later remarked that if she must be “like 13 or 14,” and again said he didn’t care.
Despite this admission, no additional charges were filed for sending a nude image of himself-a photo of his genitals-which prosecutors say he sent during the chat. The complaint does not explain why that conduct was not separately charged.
Authorities say Grasty drove from Kenosha to the 2600 block of West Pierce Street in Milwaukee, believing he was meeting the underage girl for sex. He was arrested on arrival and found to be in possession of both baby oil and baby wipes-items he had promised to bring during the explicit chat. Following his arrest, Grasty allegedly told officers he was feeling emotional due to the recent death of a friend and was just looking for companionship. He apologized but did not deny the contents of the conversation.
The case is now moving forward toward a preliminary hearing on May 15. Grasty was also prohibited from having any unsupervised contact with any children under 17. The low bail set by Judge Barry Phillips has drawn concern given the serious and graphic nature of the allegations. Prosecutors outlined a clear pattern of calculated behavior, including driving across county lines and bringing items to facilitate the abuse. Despite the charge carrying over a decade of potential prison time and involving the targeting of a child, Grasty was released on what many consider to be a lenient cash bond.

He hasn’t had a trial yet or been convicted of a crime. Bail is just supposed to make sure they show up for court.
