This is a standard practice among LEOs, often misunderstood by those who have never served in such a capacity.
Integrity is what you do when nobody is watching.
It is not unprecedented for law enforcement officers to extend “professional courtesy” in minor matters. This is not a value judgment about whether it’s “right.” Typically this would be done at the time of the incident. There are times when people (in general) who have driven with expired registration or an equipment violation have been given “fix it” tickets that turn into “real” tickets if not rectified within a certain amount of time, usually five or 15 days. After correcting the deficiency they must notify the issuing agency of the correction.

An employee calling another agency to have your boss’ ticket voided is wrong in many ways. That said, some prosecutors and courts will cut some slack for people who have corrected regulatory violations (the DOT imposes an administrative penalty) but that’s an open and transparent process that isn’t dependent on “who you know.”

Did Zoerner get a ticket and once he proved that he registered the motorcycle the ticket was cancelled? That would be a valid reason to void the ticket — for anyone that received a ticket for a non-registered vehicle.
