
KENOSHA COUNTY, Wis. — Judge Jason A. Rossell on Wednesday sentenced 44-year-old Kenosha man Jeremy D. Kipp to just 180 days of work release for felony OWI 4th offense, a sentence critics would say underscores how lightly the Kenosha County judiciary continues to treat repeat drunk-driving offenders — even those facing felony-level charges that many states punish far more severely.
