KCE traveled to the Racine Correctional Institution, a Prison in the Wisconsin Department of Corrections prison system today. It was shift change. Jail staff were friendly and smiled at this author. Dozens of Officers were leaving, while dozens more were arriving. As the Officers started their shift, the women had clear, see-through purses placed on a table. They were searched as they arrived. There were signs in the parking lot and inside the main lobby warning of “zero tolerance” for drugs and sexual assaults. We were there to talk to Warden Jason D. Wells about just that – drugs and sexual assault. He didn’t come to talk to us or respond to repeated emails. We wanted to ask him about some serious allegations that were made about one of his supervisors. KCE received a tip that a supervisor with the prison was alleged to have had sexual contact with an inmate and brought contraband and drugs into the prison. After she was walked out, the inmate overdosed on drugs and nurses found K2 and a cellphone in his possession per our informant.

We spoke with John Beard, the Director of Communications for the Wisconsin Department of Corrections who told us that “This matter is an open investigation, and DOC does not comment on open investigations.”

KCE also reached out the Racine County Sheriff’s office and spoke with the department’s public information officer, Lieutenant Michael Luell. He couldn’t confirm or deny the existence of an investigation but did tell us that “the Racine County Sheriff’s Office normally investigates criminal activity at the Racine Correctional Institution.  Therefore, if there was an allegation consistent with your request, RASO would handle the investigation.”

KCE is not naming the employee, because she hasn’t been criminally charged or arrested, but we did make phone contact with her. She confirmed the allegations made against her, but said “Not true” when asked if they were true.
