The crimes occurred in Racine County, but Racine County DA Patricia Hanson sent the case to Kenosha County prosecutor Carli McNeill, who is running to be Kenosha County’s next DA. Hanson wouldn’t tell us why she had a “conflict” in the case and sent it to Kenosha to be “handled.” The Kenosha County Sheriff’s Department also handled the investigation.

Carli McNeill and Johnson’s defense attorney Patrick Cafferty made a joint recommendation that included probation and no prison. The Racine County Judge agreed with the deal and even allowed for Carter to have the crimes expunged, or “erased” from his record. McNeill did oppose that part of the deal. McNeill didn’t wish to comment on if she was told by Hanson to be lenient or not, and why.

Johnson was sentenced on July 11, 2024 to 6 years of probation. Johnson was 17 at the time of his arrest so the mandatory minimum prison sentence of two years doesn’t apply. KCE contacted State Senator Bob Wirch and State Rep. Tip McGuire, who support this loophole. They had “no comment.”

Detective McCoy reports that this video is a 44 second clip of a prepubescent white blonde female wearing a pink tank top and white cotton panties. The camera was facing directly at her and she was speaking to the camera. It appeared the camera was sitting on something about the height of her hips, likely a toilet seat next to the shower. The girl removed her shirt while talking to the camera exposing her naked chest. The girl then removed her panties in a manner unnatural for a prepubescent child. She arched her back and wiggled her hips and ran her hands down each side of her pubic mound and vagina all while smiling and talking to the camera. The girl then leaned close to the camera and spoke, at one point sticking out her tongue swiping it upward as if she was licking something. The unnatural way the girl took her clothes off while playing to the camera appeared to be designed to illicit a sexual response.

The girl way laying on her back but she had her legs behind her head and her ankles were crossed to hold the position. The girl’s head was tilted up looking at the camera and she had a dejected look on her face. Because of the pose and camera angle the girl’s anus and vagina were graphically exposed front and center in the photo. The girl’s hands were on her vagina and two fingers on her right hand were inserted into her vaginal opening. The girl appeared pubescent but clearly under 18 consistent with the features of an early teen or teenager. The unnatural pose and graphic display of the girl’s anus and vagina appeared designed to illicit a sexual response.

Count 3:

Video – a 1 minute 53 second color video of a prepubescent white female exposing her vagina and chest and masturbating. At 1 minute 07 seconds into the video she is sitting on a blue chair with her vagina and anus directly in front of the camera as she masturbated.

  1. Are you kidding me?! These are the types of cases that anyone could get a conviction on, without a law degree. How/why does Carli think we will trust her to put these predators in prison and keep our children safe? We knew she was soft on crime because of the D next to her name, but this is a new low. I’ll be voting for Solis, enough is enough. She’s giving a green light to all the pedos that daylight as educators.

  2. Please explain what I am missing. Why is it necessary to have such a detailed description of these images in this story? After reading it, I feel like I should be charged. If that is how it is described in some official document, like a police report, where are the quotation marks? Please be more professional. Those child victims were just exploited again by these descriptions.

    1. You missed the disclaimer at the beginning. That’s what you missed. This information is available to anyone who walks into the court house. It’s important to me that people see just how egregious these images and videos are. Are you sticking up for the man or why complain?

      1. There is definitely something wrong With This justice system. I’ve looked into and read several past cases that have came out of the Racine courthouse & I would love to share with you, the corruption & the violations under the color of law which I have found.

  3. Crooked Carli has to go. Now we know why her office refused to charged Enright. These liberal prosecutors always protect these sicko pedophiles. What about our children??? As a mother, I don’t feel like my children are safe at school.

We need to elect Xavier Solis to end the corruption!!

  4. Kenosha cannot afford another week with a weak District Attorney. This recent case, where the offender was merely given probation, highlights the urgent need for a stronger stance on crime, which Carlie doesn’t have the spine to take. We need a DA like Xavier Solis, who is committed to holding criminals accountable and ensuring they receive the full sentences allowed by law. Solis’s tough approach is exactly what our community needs to restore safety and justice.

  8. Is Patricia Hanson getting uglier ? If that’s even possible ? 👹 That picture of Carli McNeill exudes insanity. Vote for Solis .

  9. EXPUNGED???? He should be in the sex offender registry for THE REST OF HIS LIFE!!! Do they think he’s magically going to stop bring a perv? No, he’s a porn addict. Watch your kids!!!!!

  10. Would any of these politicians and officials involved with letting him back into the public without serious consequences vouche for this offender watching/babysitting THEIR children, working with children, interacting in ANY way with THEIR children? I’d bet not. This is sickening.

  11. Racine County Fair is this weekend, and Hansen will likely be there, in the GOP tent. She will be easy to recognize, because she will be the one who looks like she escaped from the swine building.

Stop and ask her why she keeps letting these criminals off, easy! It’s an opportunity to hold her publicly accountable.

    1. Thanks for the info, I’ll be at the fair, I will ask her these questions. I’ll hammer her…..nasty lady ….seeeeee you soon. !

It’s going to get worse, Mark my words, will see this clown in court again, for the same, if not worse, charges…..great work DA office lol

Prairie School teacher Broetzmann arrested for alleged possession of child pornography”
    That’s “The Prairie Advantage”
Prairie has a pedo teacher Bowersox that went to prison in the 80’s too.
Pay a fortune so your kids can have bad grades competing against super nerds. Other than the Johnson’s pet college Cornell, no college knows or cares about the Prairie disadvantage.
