WHEATLAND, Wis. — A 50-year-old Burlington man is facing criminal charges after allegedly pulling a gun on his neighbor during a late-night confrontation at Lily Lake, escalating what authorities described as an ongoing feud between the two men.
Thomas L. Carlson Jr. was charged Wednesday in Kenosha County Circuit Court with disorderly conduct while using a dangerous weapon and intentionally pointing a firearm at another individual—both misdemeanors. He appeared in court the same day and was released on cash bail. A pre-trial conference is scheduled for July 11.
According to the criminal complaint, the incident occurred around 10:57 p.m. on May 16 near the public boat launch in the 7600 block of Lily Lake Road in the Town of Wheatland. Deputies from the Kenosha County Sheriff’s Office were dispatched after a 911 caller reported that his neighbor had pulled a gun on him while he was fishing at the pier.
The man told deputies he was alone at the pier when Carlson slowly drove past in a beige Chevrolet Suburban, briefly made eye contact, and drove off after exchanging hand gestures. About an hour later, the same vehicle returned. This time, the victim claimed Carlson stopped, rolled down his window, and engaged in a brief verbal confrontation.
According to the complaint, the argument escalated when the victim began walking toward shore and heard the distinct sound of a gun slide racking—a “click click” noise. He turned to see Carlson allegedly pointing a black semi-automatic handgun at him. The victim said he raised his hands and called 911 as Carlson continued to hold the weapon and then slowly drove off. He told deputies he feared for his life.
A second witness at the scene corroborated part of the account, telling deputies he saw Carlson’s vehicle pull up and heard the man on the pier shout something about a gun before calling police.
Deputies later spoke with Carlson at his residence. He claimed he was at the lake playing Pokémon Go and had stopped briefly near the boat launch. He acknowledged a verbal dispute with his neighbor but denied displaying or possessing a firearm during the encounter. Carlson admitted to owning multiple rifles and a revolver but denied owning any semi-automatic handguns.
With Carlson’s permission, deputies searched his vehicle and home. They located several long guns but did not find any pistols. Carlson said his revolver was at his father’s house and that he primarily hunted and had little use for pistols.
Despite the lack of a recovered handgun, investigators noted that Carlson had nearly a half-hour between the incident and police contact, providing ample time to hide or relocate any weapon. Based on the victim’s detailed account, the corroborating witness, and the circumstances described, deputies placed Carlson under arrest.
If convicted on both counts, Carlson faces up to 15 months in jail and $11,000 in fines.
