KENOSHA COUNTY, Wis. — A 41-year-old Kenosha man with a history of retail theft convictions was charged Wednesday in two new felony cases after allegedly stealing high-end merchandise from Kohl’s and Walmart while out on bail in three separate cases in Racine and Milwaukee counties.
Steven A. Brown Jr. appeared in Kenosha County Circuit Court, where Court Commissioner William Michel II set cash bail at $3,000 in each case, for a total of $6,000, at the request of the District Attorney’s Office. His preliminary hearing is scheduled for May 22.

Brown now faces 14 new charges: five counts of felony bail jumping, four counts of misdemeanor bail jumping, and five counts of retail theft—most involving merchandise valued over $500. All charges include repeater enhancers due to a 2024 felony retail theft conviction in Racine County.
According to Kenosha police, Brown was caught on Kohl’s surveillance video on March 20 pushing a $329 KitchenAid mixer out the south exit without paying. Loss prevention staff identified him based on a prior booking photo and past incidents. He was already on bail at the time for pending cases in Racine and Milwaukee.
Less than two months later, Brown allegedly stole again—this time at the Walmart in Somers on May 11 and 12. According to sheriff’s deputies, Brown took two more KitchenAid mixers worth $718 in total, disabling anti-theft devices in the process. When confronted the next day by Walmart loss prevention staff during another alleged theft attempt, Brown fled on foot and was later found in a getaway car registered to a Racine woman. He was taken into custody after a short pursuit.
Authorities say Brown was under bond conditions from three separate criminal cases when the alleged thefts occurred: a felony drug possession charge and two misdemeanor cases for operating while revoked. In all three cases, he had been ordered not to commit any new crimes.
Deputies recovered surveillance footage from Walmart showing Brown removing security tags, loading high-value items into a cart, and walking out without paying. Loss prevention staff said Brown has been involved in multiple prior thefts at the store and is well known to staff.
If convicted on all counts, Brown faces more than 50 years in prison due to the habitual criminality enhancers attached to each charge. He remains in custody.
