KENOSHA, Wis. – A 34-year-old Racine County man is being held on $200,000 cash bail following charges that he used Snapchat to facilitate a sexual assault against a 13-year-old girl in 2020 while staying in Kenosha County. The allegations, described in graphic detail in a newly filed criminal complaint, include sending explicit images, soliciting sexual acts online, and physically assaulting the child.
Shawn Michael Hughes faces three felony counts: second-degree sexual assault of a child under 16, use of a computer to facilitate a child sex crime, and exposing genitals to a child.

According to the complaint, the alleged assault occurred at a residence in the Village of Somers in March 2020, when the victim was 13. Hughes was reportedly dating the victim’s sister at the time. The girl told investigators she had considered Hughes a “big brother” figure until his behavior became predatory. She said Hughes sent her photos of his genitals, offered vape pens in exchange for sexual favors, and eventually physically assaulted her during a sleepover at the home.
The victim reported that she woke up to an assault. A friend who was present reportedly witnessed the entire event. Afterward, the girl said she saw bruising and was in pain. She came forward again in 2025 after seeing Hughes in a police Facebook post.
Screenshots of Snapchat conversations provided to investigators appear to support the girl’s allegations. The complaint includes Hughes allegedly commenting on the victim’s body, referencing past sexual encounters with her sister, and stating that he wished those acts had happened with the victim instead.
In court Thursday, Deputy District Attorney Drew Burgoyne emphasized the severity of the charges.
“Child sexual assaults are very concerning,” Burgoyne said. “It’s also an internet crime against children, which is also very concerning in our community. That’s an additional offense. The legislature has also established as a Class C felony.”
Burgoyne also listed Hughes’ criminal history, which includes felony bail jumping and multiple theft convictions in Racine County dating back to 2012. He asked for a $250,000 cash bond.
Court Commissioner William Michel II ultimately set bail at $200,000, noting the strength of the digital evidence described in the complaint.
“When you have a second degree sexual assault with a child under the age of 16, then the use of computers to facilitate the child sex crime, the court does believe a substantial amount of cash is warranted,” Michel said.
Hughes is due back in court for a preliminary hearing on June 10. If convicted on all counts, he faces more than 80 years in prison.

Chemical castration using LHRH agonists reduces circulating testosterone to very low levels, and also results in very low levels of recidivism despite the strong psychological factors that contribute to sexual offending (10). Chemical castration has some advantages over surgical castration.
