
KENOSHA, Wis. – A Kenosha woman with a long history of alcohol-related offenses—including drunk driving with a child passenger, child neglect, and multiple bail jumping violations—avoided all felony convictions last month after prosecutors and the court approved a sweeping plea deal covering ten separate cases.

Heather A. Scanlon, 38, appeared before Judge Angelina Gabriele on June 23, 2025, and pleaded guilty to six misdemeanors across two criminal cases. In exchange, prosecutors dismissed nine additional charges, including all felony counts, and consolidated several traffic and municipal citations into the sentencing. The plea negotiation occurred under former Assistant District Attorney T. Clair Binger. He negotiated for one year in jail.
The most serious charges stemmed from a July 2024 incident, when Scanlon was found slumped over and visibly intoxicated outside a Kenosha bar while her two young children stood nearby. Witnesses told police she was incoherent, unable to recall the children’s birthdays, and physically resisted officers. Scanlon was charged with two felony counts of child neglect and seven additional misdemeanors in that case (2024CF1132). All felonies were amended to misdemeanors, and Scanlon pleaded guilty to three charges. The rest were dismissed and read in.
In a separate case (2024CM403), Scanlon drove off the road and into a Somers park in March 2024 with a child unrestrained in the backseat. She was charged with second-offense OWI with a minor passenger, obstructing an officer, ignition interlock violation, and bail jumping. Scanlon pleaded guilty to three misdemeanors in that file, and two other charges were dismissed.
Judge Gabriele sentenced Scanlon to six months in jail on the OWI conviction, allowing traditional Huber release. For the remaining counts, the court withheld sentence and placed her on 2.5 years of probation with a stayed three-month jail term. Her license was revoked for 16 months, and she was ordered to pay fines and court costs, undergo an OWI assessment, install an ignition interlock device, and provide a DNA sample.
Four additional cases were dismissed outright:
- 2024CM787: Two counts of bail jumping
- 22CT679: Operating after revocation and ignition interlock violation
- 22TR7443: Illegal muffler
- 22TR7444: Driving without insurance
Three more traffic citations issued in March 2024 were also dismissed:
- 24TR2080: Possession of open intoxicants in vehicle
- 24TR2081: Lane deviation
- 24TR2082: Child safety restraint violation

In total, Scanlon resolved 10 open cases, including one felony, one criminal traffic case, two misdemeanor files, and six traffic citations. Despite the volume and seriousness of the charges, she walked away without a felony record and with work-release privileges on her jail sentence.
She reported to the Kenosha County Jail on July 5 at 8 a.m.
