KENOSHA, Wis. — Kenosha County District Attorney Xavier Solis has appointed veteran prosecutor Rosa I. Delgado as Deputy District Attorney, effective Monday, Aug. 11, 2025.

Delgado brings 23 years of prosecutorial experience to the role, having joined the Kenosha County District Attorney’s Office in 2002. She has spent much of her career handling sensitive crimes, including many years as the office’s sexual assault prosecutor, where she managed some of the county’s most complex and high-profile cases.

“After six months in office, I was able to observe and witness how the office operates, as well as gain trial experience as a prosecutor,” Solis said. “I have observed how attorneys react and follow the policies and procedures I have implemented. My goal is to protect the community and hold individuals accountable, as the electorate voted me to do. I plan to carry out that goal, and Rosa as Deputy is the best choice to help achieve it.”

Solis also thanked outgoing Deputy District Attorney Andrew Burgoyne for his service, wishing him well in future endeavors.
In her new position, Delgado will help manage the daily operations of the office, oversee case assignments, and mentor assistant district attorneys and staff.

Delgado’s courtroom skill has long been recognized by those who have worked with — and against — her. In 2009, this reporter served on a jury for State v. Ryan Winningham, a case in which Delgado prosecuted a man for the hit-and-run death of a disabled bicyclist. The trial lasted from June 22 to June 26, ending in a guilty verdict. Delgado’s confident and knowledgeable approach left a strong impression, both then and now.

“She’s a great choice,” said longtime defense attorney Terry Rose. “She’s sensible, realistic, and a good attorney.”

Criminal defense attorney and author Michael D. Cicchini agreed. “As a criminal defense lawyer, I’ve been squaring off against Ms. Delgado since she arrived in Kenosha about two decades ago. I’ve always found her to be smart, hard-working, and ethical. She recognizes her dual role as a prosecutor: she’s an advocate for the state but she also respects due process. She’s a fantastic choice for Deputy District Attorney.”

Former police officer, prosecutor and current judge Richard “Dick” Ginkowski added, “Rosa is an experienced prosecutor who is passionate about standing up for victims of child and sexual assault.”

Why do you include comments from Dick Ginkowski? He is part of the corrupt underbelly of Kenosha.
Why not embrace something positive for a change? This is a good news story and already the first comment is negative.
Solis is doing a great job, period. Having a staff that you can count on is critical to forwarding the mission of change in Kenosha County. It’s Delgado time to shine. We will wait and see what positives come from this well established prosecutor. I remember when the opposition said the sky was falling when Solis won, nope, keep up the good work Solis.
Decent, competent people are ripe targets for people that do not have one or both of those characteristics.

AND you can never, ever trust someone who signed the Walker Recall, which she and the entire DA’s office did back then.

The challenge was overwhelming for Drew to manage. He found himself caught in the crossfire between his former allegiances and his current commitments, which align with the people’s vote. Delgado is dedicated to upholding the law; her focus is on ensuring the job is done effectively. Her role is to prosecute and strive to excel in that capacity. She is an excellent choice and will perform admirably. A trustworthy and knowledgeable individual—an excellent pick, Mr. Solis.

These are challenging times, both locally and nationally, leaving no room for hesitation. Unfortunately, Burgoyne was unable to rise to the occasion; Delgado will. For everyone expecting Mr. Solis to fail, here is a surprise: we are moving forward decisively. There is no tolerance for weakness or half-hearted efforts. To Carli, wifey and the notorious group of deserters—including those still in the office spreading malicious rumors—consider this a firm reminder: you have lost.
Somewhat true but also Mr. Solis had no experience as a prosecutor or elected official. There is a mutual learning curve.

Saying Solis had no experience as a prosecutor is like saying the guy on the left side of the tennis court has no experience as right side of the tennis courter. Its the same fricking game stupid!
If anything, being a prosecutor is much easier than being a defense attorney. Just call the “victim” to tell their story and a bunch of cops to bolster the “victims” story.

The elected prosecutor in a populous county is an employer and an office administrator.
