
KENOSHA, Wis. — The Naughty and Nice List returns with another round of names submitted by readers across Kenosha County. As always, these entries reflect community sentiment — who people believe is doing real good, and who people believe is doing real harm. Some names earned praise. Others earned coal. Here is today’s list.

Naughty
- Andy “Sergeant Hard” Berg
Andy “Sergeant Hard” Berg lands squarely on the Naughty List as one of the most disgraced figures in recent Kenosha County political history. He ran for sheriff and lost. He ran for alderman and lost. He only became a county board supervisor because no one ran against him, and the first time he faced a contested election, he lost again. Berg was entrusted with power as both a county board supervisor and a sergeant with the Wisconsin Department of Corrections, and he abused that trust repeatedly. He defrauded military veterans and solicited donations for a fake charity, “Garden of Eatin,” and was successfully sued by Kenosha County Eye for withholding public records. He also falsely accused John Poole of not being a vietnam veteran — an allegation that was completely untrue and deeply disgraceful. Berg is now facing numerous serious felony charges, including allegations involving selling drugs, illegally selling firearms, endangering his own children, and other criminal conduct. His downfall has been long in the making. Despite this, some local Democrats, including party insiders John Franco and Jennifer Franco, continue to support him — raising questions about whether party loyalty has overridden basic morality. Berg is a bad, immoral man who put himself in this position, and with a district attorney willing to hold him accountable, many believe prison is where this ends. - Donavon Castillo
Donavon Castillo has now been accused of plotting school shootings on two separate occasions. Despite his mother admitting to police that she had little knowledge of his day-to-day life, she still allowed him access to a phone and the internet. While some children are difficult to control, the criminal justice system — including Judge Meier — went far too soft on a clearly dangerous individual who should have been placed in corrections and given the strongest possible sentence. Castillo is now again accused of plotting a school shooting, this time targeting December 16. If this case lands in front of Judge Chad Kerkman, many fear he could be released back into the community. The hope is that Judge Gerad Dougvillo handles the case. Castillo is extremely dangerous and should not be free. - Soon-to-Be Former Deputy Frank McGrath
As much as some may want to place former Deputy Frank McGrath on the Nice List due to his prior reputation as kind and well-liked, he made an unforgivable mistake. McGrath allegedly harassed and stalked a coworker and illegally used law-enforcement GPS systems and the Flock camera system to track her — conduct that is criminal. These systems exist to protect the public, not to be weaponized for personal misconduct. McGrath should be fired and criminally charged. While he may have the opportunity to rebuild his life someday, these egregious violations cannot be overlooked, and consequences must follow. - Sheriff David W. Zoerner (Again)
Sheriff Zoerner belongs back on the Naughty List for reportedly attempting to shield Deputy Frank McGrath from criminal accountability. Rather than allowing an independent investigation, Zoerner appears focused on damage control to avoid another black mark on his tenure. This conduct risks setting a dangerous precedent — that officers can misuse surveillance tools and face nothing more than termination. If Zoerner refuses to involve outside law enforcement and treat this as a criminal case, it sends the message that ethics are optional. Do the right thing, Dave. You already have enough black eyes. One more won’t matter. Grow some balls and some ethics, and do the right thing for once in your life.

Nice
- Kenosha County District Attorney Xavier Solis
District Attorney Xavier Solis earned a spot on the Nice List after securing a hard-fought homicide conviction on Friday, December 12, in the murder trial of Stephon Hawthorne. Kenosha County Eye observed much of the trial, and this was not an easy win. The defense presented plausible arguments, and the attorneys were skilled. Without a strong prosecutor, the case could have ended in acquittal. Instead, Solis pushed forward, ultimately forcing the defendant to admit the gun was in his pocket, ready to be used. Solis took a case to trial that his predecessor likely would have dismissed for not being a slam dunk — and he won on all counts. This is exactly why voters hired him. Kenosha County wants violent offenders in prison, not on ankle monitors with social workers. - Kenosha Police Detective Jason Kenesie
Detective Jason Kenesie was nominated by District Attorney Solis for outstanding investigative work, particularly in the Stephon Hawthorne murder case. His investigation was solid, thorough, and professional, and it directly contributed to a guilty verdict on all counts. His work exemplifies the kind of policing that leads to justice being done. - State Rep. Amanda Nedweski
State Rep. Amanda Nedweski stands in sharp contrast to her predecessor. She is drafting legislation, pushing reforms, and actually getting results. Unlike Samantha Kerkman, who spent 22 years in the Legislature accomplishing virtually nothing beyond party obedience and photo ops, Nedweski is producing tangible outcomes that benefit Kenosha County. She is thinking independently and delivering real work, not fluff. - FBI and Kenosha Police
The FBI and the Kenosha Police Department almost certainly prevented a mass school shooting in Kenosha. Investigators identified Donavon Castillo as a credible threat, uncovered evidence that he targeted KTEC School, learned he was researching operating hours for December 16, and discovered he was attempting to acquire a firearm. Without swift federal and local intervention, Kenosha could have experienced a devastating tragedy. Their intelligence-driven, preemptive action likely saved lives. - Kenosha Police Detective Joshua Zeller
Detective Joshua Zeller earned a Nice List spot for exemplary investigative work and testimony during the Stephon Hawthorne murder trial. According to District Attorney Xavier Solis, Zeller performed exceptionally. He is also respected by defense attorneys — a rare distinction — and is known for reaching out with professionalism and courtesy even after contentious trials. He is a hard worker, widely respected, and by all accounts, a genuinely decent person. Merry Christmas, Josh.

I knew Neil quite well in the past. He is ethical, hard working, enthusiastic, and an all around solid guy with a serious physical presence. He must have about about 24-25 years in the department by now. He would get my vote.

“Grow some balls and some ethics” seems to be a key line for this entire administration in Kenosha, not just Zoerner.
The lack of ethical behavior is why not even one single Kenosha politician should be re-elected. Not. One.
