KENOSHA, Wis. — A Grayslake, Illinois contractor is facing multiple felony charges in Kenosha County after authorities say he accepted large payments for home renovation projects that were never completed — or in some cases, never even started.
Ryan J. Roggy, 43, is charged in two separate cases with Theft by Contractor over $10,000 but less than $100,000, a Class G felony punishable by up to 10 years in prison and a $25,000 fine.
In the first case, filed under 2025CF548, Roggy is accused of taking more than $14,000 from a homeowner in Salem Lakes in mid-2024 for the installation of basement flooring and the replacement of two windows. The homeowner, who lives out of state, told investigators that after paying Roggy, she received repeated excuses for delays. According to the criminal complaint, Roggy cited labor shortages, claimed materials were on order, and continued to delay the project for months.
Eventually, the homeowner contacted the window supplier and learned that no orders had been placed under her name or Roggy’s company, Ryder Homes LLC. Investigators say Roggy later admitted in an interview that none of the funds had been spent on her project, and that he had instead used the money to pay for other Ryder Homes expenses. He acknowledged that he never informed the homeowner of that redirection of funds.
In the second case, 2025CF549, filed the same day, Roggy is accused of taking over $114,000 from a Pleasant Prairie homeowner for a basement remodel that began with a signed contract in November 2023. Under that agreement, Roggy was to complete the work in stages, with payments tied to progress benchmarks such as plumbing, HVAC, and electrical work.
Although multiple payments were made — including more than $38,000 at three different stages — the homeowner reported that large parts of the job remained incomplete by the summer of 2024. That included cabinetry, fireplace installation, and tile work. The homeowner said that Roggy had stopped communicating with him by September 2024. Investigators reviewed payment records and project documents and determined that over $28,000 worth of work was unaccounted for.
In both cases, prosecutors allege Roggy knowingly misused client funds in violation of Wisconsin’s theft-by-contractor statute, which requires that construction funds be used only for the agreed-upon labor and materials until all claims are paid in full.
Rather than requesting Roggy’s arrest, the Kenosha County District Attorney’s Office opted to issue warrants for his appearance when the charges were filed on April 22, 2025. Roggy, through his attorney, arranged to appear voluntarily in court on Friday, May 2. He was granted a signature bond in both cases and released pending further court proceedings.
Separately, the Pleasant Prairie homeowner has filed a civil lawsuit against Roggy and Ryder Homes LLC. That case was filed on September 25, 2024, and is currently pending before Kenosha County Circuit Judge Heather Iverson.
In both investigations, Roggy acknowledged receiving the funds in question and admitted that significant parts of the projects were never completed. He claimed that financial hardship and a lack of workers left him unable to follow through, but he offered no timeline for restitution. According to law enforcement reports, Roggy stated he hoped to repay the homeowners once other legal matters were resolved.
Both cases remain under review by the Kenosha County District Attorney’s Office. Additional proceedings will be scheduled in the coming weeks.

This is way more common than people think. Victims are too embarrassed to speak up half the time. Kenosha has gone after several of these bums from Wisconsin and Illinois. Some tips, make sure you get proof the contractor is “bonded.” Ask for proof of liability insurance. Make sure the insurance company sends it to you and not the contractor. It’s real easy to take an older document and change the dates in acrobat reader. Make sure it’s the insurance contacts you.

Yep. I think for some it starts sincerely, they mess up a job badly, and take another job to pay for the last. It’s illegal to use your down payment on another job. But they get away with it once, then they keep doing it. It becomes like a ponzi scheme. There’s an obvious paper trail. They get busted. Then the courts get tied up. They make a deal. You’ll get restitution ordered, but they’ll never pay it back.
Screw these guys. Chances are he’ll get 2-3 more signature bonds then get locked up.
Unfortunately, he had his ducks in a row for awhile. A lawsuit was recently filed against him in Lake County, Il by an insurance company. Glad to see the house of cards crumbling so he and his wife can stop swindling people.

Yep, he’s had multiple lawsuits filed against him in 3 different counties in Illinois, but we don’t have the ‘Theft-by-Contractor’ law so he and his wife continue to lie and cheat people and use the legal system to their advantage. Thank you Wisconsin for taking care of business!!!!
Yes — there have been lawsuits in three different counties in Illinois that I’m aware of…and now Wisconsin!!!! Wife is “owner” of the company. Husband is the “president.” What a team.
There are at least a half dozen cases like this in Wisconsin. At least one went federal.

Lack of workers is a lie. He forced a dedicated reliable carpenter out of his company by not giving him work claiming there was none. He’s a disgrace to contractors and he caused all these issues on his own because he’s a lying, cheating scammer who put all of the money up his nose.
