KENOSHA, Wis. — A 34-year-old Kenosha man was charged Tuesday with nine felonies, including five counts of delivering or possessing more than 40 grams of cocaine, following an extensive drug investigation that began in September 2023 and culminated in a raid on his apartment near Curtis Strange Elementary School.

Willie R. Lay Jr. appeared virtually for his initial court appearance, where Court Commissioner William Michel II set cash bail at $150,000. Lay is scheduled to return to court for a preliminary hearing on August 12.
The charges stem from a months-long investigation by the Kenosha Police Department’s Special Investigations Unit. Officers allege Lay conducted multiple cocaine sales to a confidential informant earlier this year, each time meeting in the parking lot of his residence at 5305 52nd Street. Police say each transaction involved more than 40 grams of cocaine and took place within 1,000 feet of both Curtis Strange Elementary and Lov N Care Children’s Academy.
On May 19, officers executed a search warrant at Lay’s apartment and allegedly discovered a massive drug stash, including over 2.7 kilograms of cocaine, 3.1 kilograms of marijuana, and more than $63,000 in cash. Police also found two digital scales with cocaine residue, a loaded Glock 43X pistol, and equipment used to manufacture crack cocaine.
Lay is prohibited from possessing a firearm due to prior felony convictions. He was previously convicted of possessing cocaine with intent to deliver in 2018 and again in 2015. Those convictions are being used to enhance the penalties he now faces.
If convicted on all counts, Lay faces decades in prison. Prosecutors allege he maintained his residence as a drug trafficking hub, routinely dealing large quantities of narcotics while manufacturing crack and stockpiling cash.
He remains in custody pending his preliminary hearing on August 12.

Definitely is a good dude. Helped me get a place to stay when I got out n had no where to turn, he was always there. Thats what’s wrong with people being judgemental, he may have been doing not the smartest of things but he had good intentions n Definitely did it to be a provider, not just someone that looks down on others. Him n his family Definitely in my prayers!
