KENOSHA, Wis. — Mary E. Spates, 36, of Kenosha, was charged Tuesday with six criminal counts after police say she punched and shoved her roommate, threatened to burn their apartment down, fled from an officer and was later found with cocaine and drug paraphernalia. Despite the new felony charge and allegations that Spates committed the crimes while already out on a $1,000 cash bond in another felony case, Court Commissioner Daniel E. “Catch & Release Kellum” released her Tuesday on no-cash bail.
