A Kenosha woman is disappointed that the man who was walking his pit bull off-leash on February 4, 2023, won’t be held accountable by Kenosha Police, after that dog nearly killed her two westies. The 57-year-old woman was walking her two small dogs in the 6500 block of third on that Saturday morning, with both of them on a leash. Unfortunately, she says, 59-year-old Leon Moon was walking his pitbull without one. When the dogs saw each other, the pit bull immediately ran towards the two westies and started to tear them apart. Moon kept letting his dog go, over and over again to begin attacking again. The woman was also injured as she shielded her beloved dogs from the aggressive pit. The responding police officer noted bruises on the woman’s leg in the report.
The woman took Buddy (13) and Oscar (7) to the vet for surgery and medicine to save the dogs’ lives. The bill was $1,200. The Kenosha County Health Department got involved and investigated the attack. According to Mark Melotik, the County’s Environment health Manager, he received the complaint on February 13, 2023. He requested information from the Kenosha Community Service Officer who responded. Ultimately, the County determined that the pit bull was vicious and wrote orders declaring such. Last time KCE spoke with the County, neither the dog nor the owner could be located to serve the orders.
KCE obtained the police report for this incident. It was slopily written and it was clear the responding officer and community service officer didn’t take this incident seriously. The latter didn’t even bother to write a report. The CSO also decided against citing the owner, who is a lifelong criminal. When we told the dog-owner about the sub par police investigation and follow-up she was upset. “I’m disappointed the police didn’t cite this man. I can’t go out for care-free walks anymore. My dogs’ personalities have changed. No one is being held accountable for that. I now have to walk my dogs in coyote vests and am obtaining my concealed carry license.”
KCE spoke with a KPD spokesman who relayed that the decision was made not to cite the man because the CSO believed the man, when he said that his dog was on a leash. This means that the CSO didn’t believe the victim and a witness who asked to speak with police. The officer didn’t obtain a witness statement from this man either. They also ignored the fact that Moon attempted to leave the scene after his dog was done attacking the smaller dogs.

“If” the pit bull “was” on a leash, why didn’t that owner restrain his dog ??
Clearly “if” the dog was on a leash and the owner was unable to restrain/control his own dog, then he shouldn’t have it.
Clearly the pit bull owner lied.
The police should have considered the obvious and cited him if for nothing else, failure to restrain a “leashed” dog.
That has to be worth something.
Are the Kenosha police afraid of this repeat offender ? Do they not want this man in custody again ?
The Kenosha police need to answer for this miscarriage of justice.
She shouldn’t be letting the whole world know that she will be carrying. That would severely compromise the effectiveness of concealing it.
As counterproductive as it may seem, it will always help your case, if you allow the dog to at least leave you w/ some injuries, before blowing off its head.

Maybe next time this happens the issue can be solved for good. A city declaring a dog viscous isnt gonna matter to many people, let alone a known felon.

I hope she takes pictures of all the injuries and takes the owner to court. What a joke about the officers involved with writing the report. She should file a complaint to their superiors as well.
In the meantime, you might consider purchasing a canister of bear spray at one of the local sporting goods stores. Very effective against coyotes and aggressive dogs. You and your dogs keep doing your thing. This loser is probably in Illinois causing misery elsewhere.
I didn’t realize cops there were so incompetent and massive pussies afraid of ex cons. Now we know. She should sue- the CITY. She’d have better luck getting jizz out of a fossil than any money from the average POS Pit owner.

Concealed carry might be too dangerous in this instance. There are non lethal deterrents that might work a lot better. The bear spray idea is a good option or maybe a stun gun or taser.
