TWIN LAKES, Wis. – Two suspects are in custody after a high-risk drug raid in Twin Lakes early Tuesday morning that involved the Kenosha County SWAT Team, the Kenosha Drug Operations Group (KDOG), and the Sheriff’s Office. Charges are expected to be formally filed on Thursday.
Around 7:30 a.m. on June 10, the Twin Lakes Police Department executed a search warrant at a home in the 2900 block of Richmond Park Drive following a lengthy narcotics investigation. Authorities arrested 45-year-old Todd P. Larsen and 25-year-old Makaila B. Norton—both of whom police say were the primary targets of the operation.
According to law enforcement, one of the suspects actively resisted arrest and was subdued using less-lethal force. No serious injuries were reported.
Pending felony charges against both Larsen and Norton include:
- Maintaining a Drug Trafficking Place (within 1,000 feet of a village park)
- Possession with Intent to Deliver Cocaine, Methamphetamine, and THC (within 1,000 feet of a village park)
- Possession of multiple controlled substances and drug paraphernalia
- Possession of Prescription Drugs Without a Prescription
- Possession of a Schedule I or II Narcotic Drug

Larsen also faces additional counts for being a felon in possession of a firearm, obstructing an officer, and an outstanding felony probation and parole warrant issued in August 2024.

Norton was additionally wanted on a felony bench warrant for failing to appear in court on May 7, 2025, in an earlier Kenosha County case filed this year. That case involves charges of Battery by a Prisoner (a Class H felony), Criminal Damage to Property, Resisting or Obstructing an Officer, and Disorderly Conduct. She appeared in court Wednesday and was ordered held on $5,000 cash bail related to that missed court date.
No formal charges have yet been filed in connection with the June 10 search warrant, but the Kenosha County District Attorney’s Office is expected to file charges Thursday, June 12.
The Twin Lakes residence is located near a public park—an aggravating factor that could increase penalties under Wisconsin law. Police say the investigation remains active as evidence is processed.

The “war in drugs” has always, and will always be a money laundering scheme. It’s a victimless crime, when government ain’t involved. The biggest drug dealers on earth is our government.
I agree. if drugs are felonies, so should cigarettes, k2, and alcohol, should all be banned. People make choices. Some may drink too much so are we going to close bars??? No
