SALEM LAKES, Wis. — On Aug. 28, 2025, the Official Government-run and government-owned Facebook page for the Village of Salem Lakes posted an announcement inviting residents to attend two public open houses regarding the Comprehensive Plan Update: 2050 — a blueprint intended to guide future growth and development in the community. The village encouraged residents to participate, promised transparency, and told taxpayers their voices mattered.

    When elected she had a clear mandate for change from the previous administration and tons of support. She started out fine and then went in the tank. Now nothing is open, transparent, or easy. The staff and many elected officials, headed by Rita, have circled the wagons and kept the populace at arms length.
    At this pace, and without serious self change, she won’t last long.

        The law states comments are allowed.
        Just because she doesn’t like them doesn’t give her the right to stop them.
        To that point, she doesn’t need to read them. They are just comments.
        If anyone wants to get her to do anything they should talk to her directly by email or in person.

  6. There’s even a Wisconsin Supreme Court case addressing similar concerns. More recently, the Seventh Circuit Court of Appeals, which covers Wisconsin, reaffirmed this principle in Krasno v. Mnookin (2025). The court held that the University of Wisconsin violated the First Amendment when it removed comments it didn’t like from its Facebook and Instagram pages.
    Other case law reinforces this point: Lindke v. Freed (U.S. Supreme Court, 2024), Knight First Amendment Institute v. Trump (2nd Cir. 2019), Davison v. Randall (4th Cir. 2019), and Rosenberger v. Rector & Visitors of the University of Virginia (1995).
    This is effectively what Salem Lakes has done, shutting down public input not because of any legitimate policy concern, but because residents were expressing criticism or, more accurately, expressing what they want for their own community. Remember: “Democracies aren’t born, they’re lost.”
    This Village is not acting legally, in my opinion. At this point, their brand of foolishness doesn’t seem accidental. Either their attorney isn’t involved, or the Village is receiving very poor legal advice, in my view. The law on this issue has been settled for decades. Lastly, Salem Lakes charted its course the moment it allowed public comments. It seems clear, the Village must now continue to allow comments. The Village’s actions are, in my opinion, indefensible.
    They would be wise to correct this error before a lawsuit forces the issue into court.
