SOMERS, Wis. — Alfredo Rosales, 30, of Kenosha was charged Monday in Kenosha County Circuit Court with felony first-degree recklessly endangering safety and misdemeanor operating while intoxicated, third offense, following a dangerous early-morning incident that authorities say placed multiple sheriff’s deputies at risk.

Rosales appeared in court Monday, where Court Commissioner William Michel II set $15,000 cash bail. Rosales posted bail and was released. He is scheduled to return to court Feb. 18 for a preliminary hearing.
According to the criminal complaint, the incident occurred at approximately 12:35 a.m. Jan. 30 on State Highway 31 in the Village of Somers. Kenosha County Sheriff’s Office deputies were already conducting a high-risk traffic stop at the location, with multiple squad cars blocking the southbound lanes of traffic. Several deputies were standing in the roadway, and two individuals from the original stop had been detained and placed in squad cars.
Deputies reported that a blue Toyota Tacoma pickup truck, later determined to be driven by Rosales, was observed traveling northbound in the southbound lanes of Highway 31 directly toward the blocked-off police scene. Deputies shouted, used flashlights, and struck the vehicle in an attempt to get the driver’s attention as it approached officers who were standing in the roadway.
The complaint states the vehicle slowed but continued moving, forcing deputies to take immediate action to avoid being struck. One deputy reported that the situation was especially dangerous because he still had his department-issued rifle on his person from the high-risk stop and multiple officers were exposed in the roadway.
After the vehicle eventually stopped, deputies were able to remove Rosales from the truck and take him into custody. Deputies reported a strong odor of intoxicants coming from Rosales, along with slurred and at times unintelligible speech. He was described as highly intoxicated and unsteady on his feet.
Rosales was transported to the Kenosha County Jail, where deputies reported he nearly fell while being escorted and continued to display signs of impairment. He was later taken to a hospital, where he initially became uncooperative but ultimately submitted to a blood draw at approximately 2:20 a.m. Results of the blood test were not available at the time the complaint was filed.
Investigators also reviewed Rosales’ driving record, which showed two prior operating while intoxicated convictions within the past 10 years — one from 2019 and another from 2023 — making the current OWI charge a third offense.
If convicted, the felony first-degree recklessly endangering safety charge carries a maximum penalty of up to 12 years and six months in prison and a $25,000 fine. The OWI third offense charge carries up to one year in jail, fines, and a multi-year driver’s license revocation. Combined, Rosales faces more than 13 years of potential prison exposure if convicted on all counts.
