KENOSHA COUNTY, Wis. — Kenosha County Eye has learned that the inmate found dead Sunday morning inside the Kenosha County Jail was Charles J. Lewis, 49, of South Milwaukee. KCE confirmed with the Kenosha County Sheriff's Office that Lewis' next of kin has been notified. KCE also received information from a law-enforcement source indicating Lewis may have died at approximately 3 a.m. — roughly five hours before he was found unresponsive. That information has not been independently confirmed by KCE, but if accurate, it could raise questions about whether required inmate welfare checks and monitoring procedures were properly followed inside the jail. The circumstances surrounding the timeline are among the matters now expected to be examined as part of the independent investigation being conducted by the Racine County Sheriff's Office.

When I worked at KCJ, cell checks were required every 30 minutes. Also between 6-630(could be different time now with them working 12s) they do “pass down” to the new shift. I know X block had 15 minute checks due to mental health reasons but I can’t recall if the med unit has special rules as well or not. It’s hard for me to believe the incident happened around 3 and wasn’t caught until after 8 but it’s been years so idk how the jail is run these days. Also have to take into account, this is when people are sleeping. So while they are going around doing checks, it’s not like they are waking everyone up. They could have thought he was sleeping. Again, I wasn’t there so I have no idea. Just thought I’d give a little insight since so many people just like to run straight to “they are corrupt”.

..if you are put in a “Brig,” a watch is set.
It is required to check on Detainee every thirty minutes and log any particulars. Awake. Asleep on right side. Lying on Back. If no change after hour, a “wellness check” (rattle bars, etc.).
With cameras everywhere, no excuse. Should be investigated.
I was once detained for eight hours because I forgot my wallet and was driving late wife’s car and didn’t know she had alert on car that only she could drive. Had a son (before our marriage) that was bad drug addict and she didn’t want him anywhere near her vehicle. They wouldn’t release me until she came to station after work with my ID and state I was authorized to use vehicle. The Des Plaines Illinois Police had cameras in room, checked on me every 45 minutes or so in person, and made sure I had a couple waters. Being detained does not mean you automatically broke a law.

Nearly every commenter on this page is saying that everyone in jail is a dirty rotten scoundrel criminal and if they die, no tears should be shed.
Are all these people wrong?
Did your source tell you how many hours the officers were working? People not you but people are quick to judge how the officers miss stuff but let’s be honest these officers are working 12-16 hour shifts almost every day. They are getting 1 required day off every two weeks. Officers are exhausted. On that day off they have to clean their house meal prep go to any appointments they may have and try to rest their bodies. It’s not an excuse but they are people too. They aren’t retaining officers because every county surrounding Kenosha is starting at a higher wage, so while many comments I’ve seen say they are overpaid… they are actually underpaid. I encourage anyone to apply that thinks they can do a better job.
