Kenosha Woman Charged With Felony Mistreatment of Animal For The Death Of An Abandoned Puppy

A Kenosha woman is free on a $1,000 cash bail after being charged yesterday with one felony count of “Mistreatment of An Animal/Cause Death.” Khadijah M. Barker, 26, of Kenosha faces three and-one-half years in the Wisconsin Prison System if convicted.

On August 11, 2024, a Kenosha Police Officer reports he responded to an apartment at 1409 30th Avenue in regards to animal cruelty. Dispatch advised that maintenance had gone into the apartment to inspect for a water leak, and found a puppy corpse in the bathroom of the unit.

Upon arrival, the Officer reports he met with a maintenance worker. The maintenance worker reported he entered the unit to look for a water leak coming from this unit and when he opened the door to the bathroom he bumped into a deceased puppy on the floor. He stated the unit had been abandoned and the current tenant was in the process of being evicted.

The Officer reports he entered the building and noted the smell of something deceased. He entered the bathroom and observed numerous piles of feces, some of which appeared to have been made into a liquid due to water on the ground. He observed standing water that appeared to be a mixture of water, feces, and urine. He observed 1 or 2 small blue feeding bowls which had been left for the dog. He reported he observed them to all be empty except for one which had feces inside of it.

The Officer reported he observed the puppy to be possibly 5-6 months in age and possibly a Pitbull breed. He reported he observed the puppy’s ribs to be showing through its skin/fur. He observed various insects on the animal as if it had been dead for a while.

A Community Service Officer (CSO) was on scene and reports he collected the puppy from the bathroom. The (CSO) noted that the puppy was completely relaxed and past the rigor mortis stage. The (CSO) reports he noted no puncture or stab wounds on the animal. The ribs of the puppy were showing and its eyes were beginning to sink in which showed the possible cause of death being malnutrition/starvation. The stomach did not appear to be bloated yet and based on his observations as well as 5 years’ experience as an animal control officer, The (CSO) estimated the puppy was deceased for about 3-4 days. The (CSO) noted that no bag of dog food was seen in the apartment.

The police officer attempted to contact the resident of the unit, identified as Khadijah Barker. The Officer spoke to a neighbor of the defendant. She reported that the defendant had the puppy in her apartment for approximately 3 months. She stated she often heard the dog barking, but only saw Barker take the dog outside to go to the bathroom approximately two times.

The officer reports that the neighbor assisted in contacting Barker for the Officer via phone. He spoke to Barker over the phone. Barker stated there should not be a leak in her apartment because she “hadn’t been there in like 2 days”. Barker claimed she was across town, however during the investigation the Officer discovered Barker was parked outside the complex in a handicap space.
The Officer reports Barker ultimately made physical contact with the officer. Barker claimed that she had last seen the puppy the day prior, August 10, 2024 and approximately 9 p.m. in which Barker took the puppy out to pee and poop. This contradicted her prior statement that she had not been at the residence in two days.

  5. They seriously need to make the penalty harsher to people that abuse animals. Kenosha is to weak on this. There’s a family that lives across the street from me that neglects and abuses a German shepherd since it was a puppy.(over 2 years now) I think they know someone in dispatch because they will leave that dog out on 3 ft rope during 100• heat or during thunderstorms. The minute we call the police they bring it inside. Literally it will be there for hours but as soon as we call they bring him in. When it’s inside it lives inside a kennel. Kenosha refuses to do anything to help this poor pup.

    1. Contact the Society of St Francis animal sanctuary on 116th St west of I-94 in Bristol when this animal is being abandoned or abused. They take care of business, or they used to.
